We are presently identifying candidates for a Law Enforcement Advisor to work with International Narcotics and Law Enforcement (INL) in San Salvador, El Salvador on the Central America Regional Security Initiative (CARSI) contract. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Law Enforcement Advisor are as follows:
  • Secret Clearance
  • U.S. Citizen.
  • FSI level 3/3/ Spanish, level 4/4 English
  • Bachelor’s Degree in Criminal Justice or other applicable field from an accredited institution.
  • Fifteen (15) years of federal, state and/or local law enforcement work experience.   
  • Five (5) years of law enforcement experience at a management level position, particularly in the areas of law enforcement program management, training, and problem solving methodologies. 
  • Three (3) years of law enforcement work experience in Mexico and/or Central America. 
  • Strong verbal and written skills and ability to present and defend complex analyses and proposals concisely.
  • Demonstrated communications and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups. 
  • Ability to work independently on projects and issues within overall policy guidelines.
  • Proficient in Microsoft Office Suite
  • Physically able to work and travel in the region, including to remote and/or rural areas.
  • Willing to work in highly hazardous work environments where verbal and physical threats from criminal elements are likely present.
  • This position requires a work plan.
  • This position is located in San Salvador, El Salvador.  Travel within El Salvador and some international location is required.
  • Works most closely with the US Embassy INL/El Salvador Director, Contracting Officer (CO), and Contracting Officer’s Representative (COR). 
  • Serves as a subject matter expert in all transnational criminal investigative disciplines; including the investigation of transnational criminal organizations (TCOs) responsible for the smuggling/trafficking of unaccompanied children to the United States.       
  • Provides technical law enforcement expertise, technical assistance, and training on behalf of HSI in support of host-nation efforts to improve investigation, apprehension, and prosecution of transnational criminal organizations involved in the smuggling of unaccompanied children.
  • Assists INL to coordinate program development, implementation, and reporting with other El Salvadoran entities, INL advisors and other stakeholders as appropriate, throughout the region.
  • Conducts field observations of the TCIU but will not directly involve him/herself in enforcement operations and will take all necessary precautions to remain away from any operation where there is a heightened risk to safety.  
  • Receives tasks, assignments, and direction from the INL program manager and the Contracting Officer’s Representative (COR). 
  • Serves as the on-site expert, responsible for supporting law enforcement enhancement programs and police training programs, all with the stated objective of assisting the HSI TCIU to implement “best practices” for dismantling TCOs that are operating human smuggling organizations in El Salvador. 
  • Assists INL to coordinate programs with HSI and INL advisors, other U.S. law enforcement agencies at post, and command-level officials in the PNC.
  • Provides technical and subject matter expertise, mentoring, advice, policy guidance, and training on behalf of HSI in support of TCIU efforts to disrupt the human smuggling of unaccompanied children in El Salvador. 
  • Participates in strategic planning and development of HSI projects in support of TCIU efforts. 
  • Performs complex analysis, produces written products, develops and monitors budgets, and defines programmatic requirements.    
  • Briefs the INL, HSI Country Attaché, Embassy-based personnel, INL/WHP CARSI Coordinator, INL/WHP Program Officers, and other U.S. personnel as appropriate on all matters relating to TCIU training programs and initiatives.
  • Prepares regular reports for HSI and INL El Salvador, including drafting sections of various program requests, cables, and briefings as requested.
  • Assists INL to ensure that all requirements of HSI and INL’s memoranda of understanding with various US state and federal agencies are met.
  • Reviews, makes recommendations, and forwards for approval to the HSI Country Attache proposals, program training plans and initiatives, advisor deployments, and training curricula.
  • Assists with the procurement of technical services, training, and commodities, and the monitoring of procurement actions, including drafting source-origin waivers, solicitations, statements of work, and performance specifications.
  • Attends agency meetings and reports the results through INL to the HSI chain of command along with observations and recommendations for action on actionable items.
  • Assists INL to provide policy guidance to HSI and track the implementation of this policy direction. 
  • Assists INL to manage and carry out all necessary logistics to facilitate training programs in support of these programs, including coordination with other HSI and INL advisors.
  • Develops curricula for training on various topics.
  • Provides classroom and field instruction on investigative procedures.
  • Performs broad and extensive assignments related to programs spanning the full-range of criminal investigations discipline in a very dynamic and complex environment supporting a full-range of the HSI mission.
  • Provides the following reports as deliverables:
    • Monthly: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.  Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants (due the second Tuesday of each month).
    • Quarterly: Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL.  Due within 30 days of the close of the reporting quarter.  
    • Annually: Provide the INL an End Year Summary of the last year and an estimate of progress toward reaching the three year goal of turning over responsibility to the host government, and an annual report detailing the results of each projected output, outcome, performance measurement, and impact.
