Position Description

ATSG is presently identifying candidates for a Tactical Operations & Maritime Enforcement Subject Matter Expert position in San Salvador, El Salvador. The Tactical Operations & Maritime Enforcement Subject Matter Expert will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - El Salvador task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. 

Minimum Qualifications

  • U.S. Citizen.
  • MRPT certification. 
  • Bachelor’s Degree from an accredited institution in international affairs, police science, or other related field and/or graduation from a national law enforcement academy and special certification/qualifications that demonstrate the candidate is a subject matter expert in a specified field. 
  • FSI level 3/3, Spanish. 
  • FSI level 5/5, English. 
  • Experience working with law enforcement in Central and South America. 
  • Experience in managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
  • Ten (10) years of demonstrated relevant experience to include:
    • Ten (10) years working overseas coordinating implementing strategic initiatives and delivering foreign police training; or,
    • Ten (10) years of field work supervising and conducting complex tactical operations (U.S. based and transnational), Supervisory/management experience at a police precinct or equivalent federal, state, or local law enforcement or military entity; or,
    • Ten (10) years combined experience between the previous two categories. This must include three (3) years of experience assisting foreign police through advising and training of tactical police units.
