Job Description

ATSG is presently identifying candidates for the following INL Citizen Security Curriculum Development Specialist. The INL Citizen Security Curriculum Development Specialist will work in partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) in San Salvador, El Salvador. The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the U.S. Government (USG) to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. 

Duties and Responsibilities

  • This position is located at ANSP sites in Comalapa, El Salvador and Santa Tecla, El Salvador, at the National Public Security Academy (ANSP). 
  • Work with the INL San Salvador Citizen Security Team to design training curricula for a range of basic, field training, specialized training, continuing education, and instructor development courses, among others.
  • Collaborate with subject matter experts and other stakeholders to develop standardized and formalized competency-based training curricula and to conduct technical reviews of current course syllabi and training materials.
  • Guide project teams to identify terminal and intermediate learning objectives aligned with target competencies and devise a learning pathway with stated terminal and intermediate learning objectives.  
  • Work alongside subject matter experts to translate ideas and concepts into quality curricula with well-articulated lesson plans that ensure quality and consistency in the learning process.
  • Collaborate with subject matter experts and other stakeholders in syllabus development along with training and teaching guidelines.
  • Collaborate with subject matter experts in the development of a standard training curricula, including lesson objectives and training format, along with development of a schedule for the police recruit training at the ANSP.
  • Collaborate with subject matter experts in the development of an in-service training program for the National Civilian Police.
  • Coordinate the in-service training with Police In-Service Training Center (CENFOP).
  • Collaborate with subject matter experts in the development of standardize training curriculum for the National Public Security Academy. 
  • Coordinate the development of all training to assure that any new curriculum would follow International Accreditation standards for police training. 
  • Develop testing materials, evaluations, and examinations to evaluate training materials, using a pass/fail method, and in coordination with INL monitoring and evaluation team members.
  • Create end of course surveys and analyze data to ensure that training has met the course objectives.
  • Ability to review current instructional capabilities of ANSP Instructional Staff and make recommendations on instructional techniques and then demonstrate the techniques to ANSP Instructional Staff.
  • Design and assist in the implementation of Instructor Development plans for the ANSP Instructional Staff.
  • Collaborate with subject matter experts and other stakeholders to develop methods of monitoring and evaluation of all training provided by the ANSP and CENFOP.
  • Integrate modern practices and advanced technologies into teaching and learning at the ANSP to raise the quality and effectiveness of police training.
  • Implement modern learning methodologies, including interactive methods of education.
  • Integrate educational content with digital learning platforms. Propose innovate learning methodologies as appropriate, including experimental education, gamification, e-learning and hybrid learning models that are aligned with police practices.
  • Advise the ANSP and PNC on best educational practices and innovations in the training process.  
 

Travel Requirements

Some travel to other locations in El Salvador, the United States, and other Countries may be required.
 

Minimum Qualifications

  • Local National
  • U.S. Embassy RSO security background check.
  • Bachelor’s degree in Education, Adult Education, Instructional Design, or similar.
  • Certificate in Instructional Design and Custom Training Project Management or at least five years experience with instructional design programs.
  • Proven experience in collaborations with international organizations and government entities.
  • At least 5 years’ experience in the design and development of curriculum content, training materials, training modules, and teaching aids at the college level or in adult training, preferably in security or justice contexts.
  • Languages: Spanish: Fluent; English: Not Required.
  • Must demonstrate familiarity with methods of instruction and educational practices as currently found in El Salvador.
  • Computer skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook)
  • Knowledge in application of various training modalities (face-to-face, virtual and mixed), creating digital and face-to-face tools for learning.
 

Preferred Qualifications

  • Strong skills in learning facilitation and management of creative methodologies.
  • Master's degree in fields related to Education or Andragogy.
  • Experience in the creation and management of interactive educational content for various learning modalities.
  • Ability to lead educational innovation projects in public security contexts.
  • Advanced knowledge in emerging technologies applied to education.
  • Outstanding leadership and interpersonal skills.
  • Excellent oral and written communication skills.
  • Design of strategies and execution of educational projects.
  • Proficiency in analysis and adaptation to adult learning needs.
