Position Description

ATSG is presently identifying candidates for a Construction Engineer position in Tegucigalpa, Honduras. The Construction Engineer will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - Honduras task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be the core hours of the U.S. Embassy in Tegucigalpa, Honduras, Monday through Friday, 40 hours per week.

Duties and Responsibilities

  • Supports the mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the oversight of construction projects.
  • Developing engineering designs and drawings from preliminary concepts and sketches through the conclusion of the construction.
  • Preparing construction specifications, cost and material estimates, project schedules and reports.
  • Participate in field surveys, inspections or technical investigations of topography, soils, drainage and water supply systems, road and highway systems, buildings, and structures to provide data for engineering projects and perform other technical functions in support of civil engineering activities.
  • Review performance in relation to original contract award amount and completion time, ensuring appropriate approvals.
  • Monitors, prepares progress reports and updates plans and schedules.
  • Inspect and review projects to monitor compliance with building and safety codes, and other regulations.
  • Serve as primary liaison to confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
  • Coordinate with INL staff to develop an implementation timeline and will provide a progress report to INL staff each month.
  • Aid in managing the construction project’s activities, maintaining its momentum, and coordinating with local, national, and international actors on the construction of the secondary inspection site.
  • Develop engineering designs and drawings from preliminary concepts and sketches.

  • Perform other technical functions in support of civil engineering activities.
  • Reviews and documents performance in relation to original contract award amount and completion time, ensuring appropriate approvals.
  • Monitors, prepares progress reports and updates plans and schedules.
  • Inspect and review projects to monitor compliance with building and safety codes, and other regulations.
  • Study job specifications to determine appropriate construction methods.
  • Monitor the contractor’s requisition of supplies and materials to complete construction projects.
  • Prepare and submit budget estimates and progress and cost tracking reports.
  • Monitor quality control programs.
  • Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
  • Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being carried out.
  • Evaluate construction methods and determine cost-effectiveness of plans, using computers.
  • Receives, reviews, and provides suggested changes to various design documents and construction plans. Design review shall include Civil, Seismic, Structural, Architectural, Electrical, Plumbing and Mechanical elements evaluations.
  • Reviews contractor performance and deviations from the contract requirements through surveillance techniques, including direct observation at the contractor’s work site.
  • Provide weekly, monthly, quarterly, and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities.

Travel Requirements

National and international travel may be required.

Minimum Qualifications

  • Local National.
  • The candidate must be able to pass an ATSG background investigation to begin employment and must obtain and maintain a RSO certification to gain Embassy access and be eligible for continued employment.
  • Bachelor’s degree in civil or construction engineering technology, science, construction management or engineering. Note: A bachelor’s degree in a construction-related discipline may be substituted for two years of specialized experience or a master’s degree in a construction-related discipline may be substituted for four years’ experience toward satisfying the ten-year minimum requirement for specialized experience.
  • FSI level 3/3 Spanish.
  • FSI level 2/2 English.
  • Experience briefing in Spanish and English.
  • Fifteen (15) years’ experience in the field of the specialty.
  • Ten (10) year’s professional work experience, of which:
    • Two (2) years shall have included monitoring projects of similar scale, scope, and complexity.
    • Four (4) years’ experience in senior project management roles that involve strategic planning, project management using critical path methodology, resource management, quality control processes, and budgeting.
  • Three (3) years of experience working overseas.
  • Three (3) years specialized experience depending on the position (e.g., intelligence, firearms, gangs, kidnapping, drugs, internal affairs).
  • Significant experience in modular design and construction, general design and construction or permanent infrastructure design/build projects.
  • Significant experience in cost estimating. Technical maintenance skills, which includes knowledge of machines and tools, including their designs, uses, repair, operation, and maintenance.
  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
  • Training or experience in contract administration principles, policies, regulations, and procedures.
  • Superior administrative and management skills.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Coordination: Adjusting actions in relation to others' actions.
  • Judgment and Decision Making; Considering the relative costs and benefits of potential actions to choose the most appropriate one.

Preferred Qualifications

  • Twenty (20) years of professional work experience in planning, development, and control of infrastructure projects for support of operational police and military activities.
  • Knowledge of inspection site facilities.
