Position Description
ATSG is presently identifying candidates for a Monitoring and Evaluation Specialist position. The Monitoring and Evaluation Specialist will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Central America Regional Security Initiative's (CARSI) Western Hemisphere Program (WHP) - Guatemala task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be the core hours of the U.S. Embassy in Guatemala City, Guatemala; Monday through Friday, 40 hours per week.
Duties and Responsibilities
- Provides input into project design including assessing and establishing baselines and targets for proposed programs and projects.
- Advises on program monitoring during the implementation phase and delivers updates and analysis on project’s progress and results to INL leadership.
- Actively coordinates with INL’s Office of Knowledge Management (INL/KM) and other Department of State (DoS) monitoring and evaluation specialists to ensure Bureau-wide design, monitoring, and evaluation standards are applied to all INL projects in Guatemala.
- Advise program managers on applying INL design standards, including by proposing metrics for baseline assessments and for monitoring and evaluating outcomes and impacts.
- Support program managers in developing activity maps, applying design standards, and using other tools in the planning stage, as appropriate.
- Use data analysis to inform design choices, such as data from previous or related projects for lessons learned.
- Contribute to and provide technical review of project logic model, change map, results frameworks, and/or performance monitoring plan.
- Draft the monitoring and evaluation sections of project solicitation documents and advise program managers on the rigor and feasibility of project proposals
- Draft monitoring and evaluation plans where the INL section is implementing the project directly (without an implementing partner)
- Ensure projects use quality indicators and include appropriate INL measures for data verification and data quality assessments
- Develop and maintain a Logical Framework (“Log Frame”) for the complete range of INL Guatemala’s programmatic activities
- Maintain INL section’s portfolio of projects in DevResults
- Work with INL program managers and implementing partners to ensure baseline data is collected at the start of all projects and set targets when applicable
- Conduct, in coordination with INL program manager, data verification activities for ongoing projects, including site visits
- Perform data quality assessments for INL strategic indicators
- Ensure implementing partner and partner government compliance with timely data reporting
- Data entry and cleaning when necessary
- Assist program officers and managers to review and update project monitoring plan periodically, recommended annually at minimum
- Draft, edit, and clear mandated quarterly and annual reports as required
- Analyze project data for decision-making purposes as requested
- Conduct end-line evaluations of all projects
- Develop online survey and evaluation tools, such as use of QR codes, for end user experiences like trainings and conferences and leverage existing mechanisms like NSC to deliver such tools
- Use software to visualize reported data to inform program manager decision-making
- Create knowledge products such as reports, presentations, memoranda, and infographics
- Share and report data as requested by program managers and leadership
- Collaborate with program managers, implementing partners, and/or other stakeholders such as partner government officials to hold periodic data reviews for individual projects
- Shape strategic or portfolio reviews around available data for decision-making and contribute knowledge products
- Ensure key take-aways from previous project results are incorporated into the design of new projects
Minimum Qualifications
- Local National
- A bachelor’s degree in social sciences or equivalent.
- Contractor background investigation and MRPT or RSO clearance depending upon nationality
- A minimum of three (3) years of progressively responsible experience in monitoring and evaluation, strategic planning, foreign assistance, and/or performance management
- A minimum of two (2) years of experience with data collection and data management.
- FSI Level 3/3 English and 4/4 Spanish
- Proven ability to deliver a quality written product and make presentations, both in English
- High level of knowledge of local laws, customs, current events, and governmental institutions.
- At least one year of experience in a customer-facing position, with the ability to interact with government officials.
- Basic knowledge of statistical analysis and software such as SPSS or STATA; proficient computer skills including Microsoft Word, Excel, and Outlook.
Preferred Qualifications
- A thorough knowledge of INL design standards, INL monitoring and evaluation guidance, the INL program management lifecycle, and program implementing mechanisms. S/he must have an advanced ability to use tools for data analysis and visualization, such as Excel, Power BI, Tableau, Stata, R, or Python, as well as standard office programs. Knowledge of INL’s DevResults platform is a plus.
- At least three (3) years developing and implementing projects and/or programs, developing program related evaluations and statistical analysis, developing strategic design and program policy, developing program impact indicators, data collection and analysis, performance reporting, developing and using programmatic monitoring tools, performance evaluation coordination, impact evaluations and knowledge management with international development organizations, government institutions, donor organizations, or diplomatic missions
- Knowledge or experience with international narcotics and law enforcement-related programs, or U.S. Department of State, Department of Justice, USAID or other similar government partners
- Experience with Tableau, Power BI, or other similar business intelligence software.
