We are presently of identifying candidates for the position of a Specialist Advisor – Vetting Assistant to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of policing roles Aviation, Leahy Vetting Coordinator/Program Assistant, Architect, Engineer, Justice Technical, Security Logical and Criminological, Expert on Appeals, Infrastructure Renovation, Justice Sector Legal Advisor, Psychosocial Counselor, Strategic Advisor, Technical and Legal, Indigenous Law, and Transparency Procedures. Requirements and Skill Qualifications for the Specialist Advisor –Vetting Assistant are as follows:
 
 
Requirements:
  • U.S. Citizen.
  • MRPT Security Clearance.
  • A Bachelor’s degree from an accredited institution, or equivalent.
  • A minimum of five (5) years of related experience.
  • Demonstrated prior report writing experience.
  • Demonstrated English (4/4 level) language communications skills, verbal and written.
  • Demonstrated superior Spanish (3/3 level) language communications skills.
  • Demonstrates communication and liaison skills, appropriate to work and maintain effective working relationships with internal and external stakeholders.
  • Incumbent will have a current driver’s license and be able to legally drive throughout Guatemala, subject to RSO approval outside of Guatemala City.
  • Knowledge of the Microsoft office suite to include Word, Excel, and Power Point.
 
 

Responsibilities:
  • Manage all Leahy vetting for INL-G, including arranging appropriate searches through U.S. Embassy and Washington D.C. counterparts.
  • Initiate and oversee Leahy vetting for law enforcement host government officials participating in INL-G funded training and assistance programs.
  • Update vetting lists and maintain statistical vetting information for Counter Narcotics program.
  • Develop a system to reinitiate vetting for high and mid-level officials.
  • Manage and administer the Eye-Detect Dashboard and all tests.
  • Select and filter appropriate candidates for polygraphs based on Eye-Detect results.
  • Arrange and schedule polygraphs test for those candidates that failed the Eye-Detect test.
  • Scan files and make digital archives of all sensitive polygraph information.
  • Conduct other duties as assigned by Counter Narcotics Program Manager.
