We are presently of identifying candidates for the position of a Specialist Advisor – Security Legal & Criminological to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of policing roles Aviation, Leahy Vetting Coordinator/Program Assistant, Architect, Engineer, Justice Technical, Security Logical and Criminological, Expert on Appeals, Infrastructure Renovation, Justice Sector Legal Advisor, Psychosocial Counselor, Strategic Advisor, Technical and Legal, Indigenous Law, and Transparency Procedures. Requirements and Skill Qualifications for the Specialist Advisor – Security Legal & Criminological are as follows:
  • University degree in Law.
  • University studies in Criminology.
  • University studies in Public Security.
  • Guatemala Citizen.
  • RSO Security Clearance.
  • FSI Level 4/4 Spanish; Level 3/3 English.
  • Ability to communicate complex issues in Spanish, both orally and in written form. (Level V fluency in Spanish).
  • Ten (10) years’ experience in working with the Justice Sector or other related government agencies.
  • Experience in teaching especially to adult population.
  • Experience in project design and administration.
  • Documents containing legal studies and opinions.
  • Reports on advice provided documenting the scope, the activities and other relevant information.
  • A document containing the areas and impact of the technical advice provided, including a report of the progress made to attain goals.
  • Experience in program development, implementation, management, monitoring and evaluation, along with knowledge base of US Government procedures and policies; preferred.
  • Experience in international law; preferred.

  • Provide technical assistance to different technical and high level instances on criminal investigation, civil intelligence, justice and public security issues.
  • Provide technical assistance on legal/administrative issues to different agencies of the Government of Guatemala and INL including the implementation of agencies analysis and investigative agencies as well as prosecutorial units.
  • Provide technical assistance in the formulation of operational and administrative procedures for criminal investigation, civil intelligence, justice and public security.
  • Provide legal advice in the drafting and reviewing of Guatemalan legal framework on criminal investigation, civil intelligence, and public security.
  • Coordinate and provide training, including on-the-job if necessary, and support the design and preparation of course syllabus, schedules and training materials and aids.
  • Coordinate and/or participate in project assessments and evaluation procedures.
  • Other activities as requested by the INL Director, the INL Police Program Manager and/or the Criminal Investigations Advisor in order to fully implement the above.
  • The position is located in Guatemala City, Guatemala.
  • Hours for this contract will be the core hours of the Guatemalan
  • Government institutions and INL, from Monday through Thursday, from 7:30 to 17:00 hours and Friday from 7:30 to 12:30, 40 hours per week. 
  • Travel may be required.
