We are presently of identifying candidates for the position of a Specialist Advisor – Senior Expert on Appeals to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of policing roles Aviation, Leahy Vetting Coordinator/Program Assistant, Architect, Engineer, Justice Technical, Security Logical and Criminological, Expert on Appeals, Infrastructure Renovation, Justice Sector Legal Advisor, Psychosocial Counselor, Strategic Advisor, Technical and Legal, Indigenous Law, and Transparency Procedures. Requirements and Skill Qualifications for the Specialist Advisor – Senior Expert on Appeals are as follows:
  • University Degree in Law.
  • Guatemala citizen.
  • At least 10 years Studies and Professional practice on criminal cases.
  • At least 12 years' experience working in the Guatemalan Justice System.
  • At least one-year prior experience working as Coordinator in Law Sectors
  • Drafting experience of legal resources to be approved by high-ranking Guatemalan officials (e.g. Magistrates of the Constitutional Court). 
  • Familiarity with Guatemalan laws and justice sector institutions; preferred.

  • Provide distribution of work to other three experts on appeals that provide services to the host government in accordance to specific scope of work.
  • Provide legal technical assistance on aspects and concepts related legislation described above and review current and proposed legislation in Congress or in the Executive and/or Judicial Branches. 
  • Provide technical advice to courts and prosecutors on appeals related as required by the host government. 
  • Services will not only include the technical advice but also the provision of training related to appeals and other legal matters related to criminal and/or judicial processes
  • Provide technical advice in the design, planning and implementation of INL Rule of Law and Justice Sector Reform projects and activities, including but not limited to, participating in evaluation mechanisms.
  • Perform other duties as requested and assigned by INL Rule of Law and Justice Sector Reform Program Manager. 
  • All reports/deliverables should be submitted to the INL Rule of Law and Justice Sector Reform Program Manager.  Reports are required on a weekly basis and upon completion of the period of performance.
  • Senior Advisor will provide a weekly brief of the work being performed with the counterparts.
  • Senior Advisor will provide a bimonthly work report indicating not only duties performed but their relation to the advancement of project objectives and goals and  also  addressing suggestions for improvement within the justice system entities
  • A concise written report (in Spanish) must be delivered to the INL Rule of Law and Justice Sector Reform Program Manager upon completion of training, indicating the decree of accomplishment of goals.
  • Provide INL an advanced copy of the training materials used in the presentation.  It should include listing of equipment/supplies needed for class presentation.
  • Class materials such as Power Point slides, class exercises, workbooks and class data should be in Spanish and should be provided to its final report
  • Hours for contract will be the core hours of the Guatemalan government, with no more than 40 hours maximum per week.  
  • The position is located in Guatemala City, Guatemala. 
  • Travel may be required.
