We are presently of identifying candidates for the position of a Specialist Advisor – Infrastructure Renovation to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of policing roles Aviation, Leahy Vetting Coordinator/Program Assistant, Architect, Engineer, Justice Technical, Security Logical and Criminological, Expert on Appeals, Infrastructure Renovation, Justice Sector Legal Advisor, Psychosocial Counselor, Strategic Advisor, Technical and Legal, Indigenous Law, and Transparency Procedures. Requirements and Skill Qualifications for the Specialist Advisor – Infrastructure Renovation are as follows:
 
 
 
Requirements:
  • Degree in Architecture.
  • Guatemala Citizen.
  • Five (5) years of progressive experience in architectural work or civil work in architectural or civil construction projects.
  • Experience in project designing, planning and construction; preferred.  
  • Experience in the procurement and acquisitions of services; preferred.  
  • Experience in quality control of construction projects; preferred.  
 
 
 

Responsibilities:
  • Provide professional and technical support to INL ROL Program in order to execute improvement of several infrastructure renovation projects of Guatemalan Justice Sector Institutions. 
  • Conduct visits to the working areas of each project to identify the complexity and the needs to improve the office space or complete the projects.  The planning for each project will be according to the project in terms of the needs and budget assigned. 
  • A detailed document shall be prepared containing the specifications required for the completion of each project. 
  • An overall document shall be prepared containing the basis, schedule, technical specifications, amounts, product quality and other aspects relevant to the project.
  • Provide assistance on procurement process such as the meetings that will be held to provide the participating companies with the document containing the specifications for the preparation and submission of the project budget.
  • A report shall be submitted to the INL ROL Program indicating the justification, comments and suggestions as to why the participation of the contractors or selected vendors is recommended in order to support ROL procurements. 
  • Periodic meetings with the approved vendors to review the progress, development and quality of the project works. 
  • Monitoring and supervision of the work with respect to the budget and quality specifications indicated in the approved quotes. 
  • Support to the contractor and vendors hired to complete the INL’s financed improvement projects. 
  • A concise written report (in Spanish) must be delivered to the ROL Program Manager on a weekly and a monthly basis indicating the accomplishment of duties assigned as per previous detail of duties and responsibilities.
  • A concise written report (in Spanish) must be delivered upon completion of assistance indicating the degree of accomplishment of goals.  
  • Hours for this part-time position will be the core hours of the Guatemalan interlocutors, four days a week, five (5) hours per day, 20 hours per week. 
  • The position is located in Guatemala City, Guatemala.  In-country travel may be required as part of this position.
