We are presently of identifying candidates for the position of a Specialist Advisor – Justice Sector Legal Advisor to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of policing roles Aviation, Leahy Vetting Coordinator/Program Assistant, Architect, Engineer, Justice Technical, Security Logical and Criminological, Expert on Appeals, Infrastructure Renovation, Justice Sector Legal Advisor, Psychosocial Counselor, Strategic Advisor, Technical and Legal, Indigenous Law, and Transparency Procedures. Requirements and Skill Qualifications for the Specialist Advisor – Justice Sector Legal Advisor are as follows:
  • University Law degree.
  • RSO Security Clearance.
  • Hours for this part-time position will be the core hours of the Guatemalan government, not to exceed 30 hours maximum per week.
  • A minimum of thirteen (13) years’ experience working with the Guatemala criminal justice system and case prosecutions.
  • Demonstrate expert knowledge of legislation regarding the fight against organized crime.
  • A minimum of 13 years’ experience training students, at the university level or members of the justice system on Constitutional Law and theory, criminal law and procedural law.
  • Demonstrated experience in litigating cases related to criminal offenses.
  • Demonstrated experience working with Congress staff and Congressman or in drafting legislation.
  • Superior interpersonal and oral and written communication skills.
  • Experience advising prosecutors of high impact cases in host country.
  • Knowledge of host government institutions, functions and jurisdictions.
  • Ability to communicate complex issues in Spanish, both orally and in written form. (Level V fluency in Spanish).
  • Extensive experience in program development, implementation, management, monitoring and evaluation along with knowledge base of US Government procedures and policies; preferred.
  • Experience working with and building consensus among high-level contacts within the host government; preferred.  

  • Provide classroom training as needed for judges, prosecutors, investigators, administrative staff and civil society organizations on different legal subjects.
  • Provide limited on-the-job advice and consultation to law enforcement professionals and prosecutors working on the above-mentioned cases, when required by the Public Ministry or Judiciary, and in compliance with Guatemalan law.
  • Provide technical and legal advice for the development of investigative strategies and case presentation, as requested by the Government agencies.
  • Provide subject matter expertise in the preparation of course syllabus and/or training materials on related legal topics.
  • Provide technical advice in reviewing and drafting Guatemalan legislation related to organized crime activities. 
  • Provide technical advice in reviewing program planning, implementation and monitoring.
  • Perform other duties as requested and assigned by INL Rule of Law and Justice Sector Reform Program Manager. 
  • The position is located in Guatemala City, Guatemala.  Travel could be required.
  • Consultant will provide a weekly brief of the work being performed with the counterparts.
  • Consultant will provide a monthly work report indicating not only duties performed but also addressing suggestion to improve prosecutorial capabilities and/or areas for improvement within the justice system entities.
  • Consultant will provide a monthly report indicating the status of legislative reforms being reviewed and/or drafted.
