We are presently of identifying candidates for the position of a Specialist Advisor – Strategic Advisor to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of policing roles Aviation, Leahy Vetting Coordinator/Program Assistant, Architect, Engineer, Justice Technical, Security Logical and Criminological, Expert on Appeals, Infrastructure Renovation, Justice Sector Legal Advisor, Psychosocial Counselor, Strategic Advisor, Technical and Legal, Indigenous Law, and Transparency Procedures. Requirements and Skill Qualifications for the Specialist Advisor – Strategic Advisor are as follows:
  • Bachelor’s degree in law, Social Sciences, or related field.
  • RSO Security Clearance.
  • FSI level 4/4 Spanish, Level 3/3 English.
  • Specialization Studies in Criminal Sciences and / or Human Rights.
  • Education regarding justice systems in different countries, especially the adversarial system.
  • At least two years of demonstrated experience regarding project management in the justice sector.
  • Experience developing and supervising training processes around Criminal Policy, Human Rights and Criminal Sciences.
  • Experience in relations with institutions of the justice sector.
  • Experience in multidisciplinary research methodologies, training processes and systematization in the legal systems of Guatemala framework.
  • Experience in results-oriented work.
  • Experience systematizing and reporting processes.
  • Writing skills.
  • Knowledge and handling of software.
  • Excellent interpersonal relations.
  • Teamwork ability.
  • In writing academic papers, articles and detailed reports on issues related to the Criminal Science, legal pluralism and gender; preferred.
  • Experience in context and situation analysis in areas related to historical memory, transitional justice, justice system, social conflict and socioeconomic conditions in human rights framework; preferred.
  • Knowledge on systems of indigenous people in Guatemala; preferred.
  • Knowledge of national and international standards on indigenous people’s rights; preferred.  

  • Implement a 100% of the selected strategies and guidelines that contribute to improve the management performance and effectiveness of the selected prosecution offices.
  • Compilation of quantitative and qualitative information on the prosecution management.

  • Formulation   of technical guidelines to improve the performance and effectiveness of the management of each of the selected prosecution office.
  • Analysis and discussion meetings with officials of each of the selected prosecution offices and work team
  • Writing periodic progress reports.
  • Final drafting of the proposed technical inputs for each of the selected prosecution offices.
  • Selecting work lines that allow immediate implementation (viable).
  • Analysis and discussion meetings with officials of each of the selected prosecution office and work team.
  • Creation of effectiveness indicators.
  • Accompaniment to the implementing process of strategic strengthening lines.
  • Accompaniment to the follow up and evaluation process.
  • Meetings with official from the units in charge of the institutional policies in order to socialize an analyze the project’s main actions and guidelines
  • Coordinate the implementation actions with the units in charge within the Public Ministry
  • A weekly and a monthly report (in Spanish) is required indicating the work performed. 
  • A concise written report (in Spanish) must be delivered upon completion of assistance indicating the degree of accomplishment of goals.  
  • Hours for this full-time position will be the core hours of the Guatemalan Public Ministry: 8:00 a.m. to 4:00 p.m., Monday through Friday, 40 hours per week. 
  • The position is located in Guatemala City, Guatemala.  In-country travel may be required as part of this position.
