We are presently of identifying candidates for the position of a Admin & Support – Acquisitions to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of administrative and support roles SIU Program Assistant, ICE Program Assistant, Invitational Travel Assistant, Report/Technical Advisor, Acquisitions Liaison, Professional Monitor Assistant, Administrative Assistants, Strategic Plan Administrative Assistant, File Scanning and Classification). Requirements and Skill Level Qualifications for the Admin & Support -  Acquisitions are as follows:
 
 
Requirements:
  • Education: A Bachelor’s Degree in Business Administration or related field. In addition, any relevant training certificates preferred.
  • US Citizen.
  • Minimum of two (2) years working procurements with federal, state, and local governments entities, non-profit organizations, and/or community-based groups funded by USG;
  • At least one (1) year of experience with INL’s procurement systems and administration.
  • At least ten (10) years of experience as an office manager / assistant.
  • Minimum of one (1) year of experience in developing and designing scheduled and unscheduled conferences, events, and community activities.
  • Ability to prepare accurate, persuasive, and concise written material for a variety of audiences in both English and Spanish.
  • Proficient in Microsoft Office Applications; word, excel, and power point; preferred.  
  • Bi-lingual English / Spanish; preferred.  
 
 
 
Skill Level Qualification Scale (*Candidates must fit into one of these levels of experience):
 
IV (LEVEL 4)
  • U.S., Guatemalan or third country citizen.
  • Security Clearance Type: U.S. and third country citizens will need a MRPT security clearance; a Guatemalan citizen will need an Embassy RSO background security check.
  • High School Degree.
  • FSI Level 3/3 English, FSI Level 4/4 Spanish.
  • Five (5) years administrative experience in a professional setting.
  • Previous GOM, law enforcement or project management experience; preferred.
  • Able to effectively communicate in English and Spanish.
  • Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, and ability to learn new software.
III (LEVEL 3)
  • U.S., Guatemalan, or third country citizen.
  • Security Clearance Type: U.S. and third country citizens will need a MRPT security clearance; a Guatemalan citizen will need an Embassy RSO background security check.

  • Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, and ability to learn new software.
I (LEVEL 1)
  • U.S., Guatemalan or third country citizen.

  • BA/BS (University degree equivalent) required.

  • Previous GOM, two (2) years law enforcement or project management experience required.
  • Able to effectively communicate in English and Spanish.
  • Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, and ability to learn new software.
 

Responsibilities:
  • The Program Assistant will assist the INL-G Community police program managers with the planning and coordinating of procurement for goods, materials, supplies and service activities to establish the MPP projects (Pillars) in the three (3) regions of the country.
  • The Program Assistant is responsible for assisting the Community Police Program Managers in framing positive effects of citizen security programs through activities and events that support various law enforcement and municipal government entities as well as assisting the Corrections and Alternative Measures Program Manager in establishing model correctional projects to include:
  • Assist the Prison Manager and Community Police Program Manager in Purchase requests, bids and proposals process providing information before final award.
  • Support programs on writing and preparing statement of work for acquisitions, contracts and terms, researching and interpreting contract provisions and other necessary pre-award preparations.  TPC will not have the ability to bid on the programs.
  • Identify discrepancies, draft reports subject to review and approval and maintain procurement files specifically by submitting items into ARIBA and/or Express Travel systems as a requestor.
  • Monitoring the authorization flow to prepare the required documents for INL-G Municipal Community Police and Model Correctional programs donations, in a separate record system than that used for the MPP projects.
  • The Program Assistant will perform the following duties for the Community Police and the Model Correctional Programs:
  • Will assist with the development, design and theme of scheduled and unscheduled conferences, events and activities important in producing positive impact of citizen security programs through public involvement, public participation, educational programs, and accomplishments in support of various law enforcement and municipal government entities.
  • Will assist with developing and maintaining an accurate, well organized and accessible record system (database) of all items, equipment and supplies purchased under the cooperative agreement for distribution to the ninety-nine (99) municipalities where MPPs are established.
  • Will assist with developing and maintaining an accurate, well organized and accessible records system (database) of all items, equipment and supplies purchase for the Municipal Community Police and Model Correctional program projects.
  • Will create accurate and efficient practices to make database information available to INLs Logistics Section in order to produce an effective and efficient end user monitoring system.
  • Will drafts RFPs and NOFOs and other required documentation for procurements in accordance with State Department Procurement Regulations.  Prison Manager and Community Police Program Manager will approve before final documents are submitted.
  • Will analyze proposals for content, price, terms, provisions, processes, penalties and compliance in order to brief Prison Manager and Community Police Program Manager.
  • Will ensure that the deliverable goods and services meet INL-G’s needs and requirements by assisting the Municipal Community Police and Model Correctional Program Managers with developing specifications for the scope of work.
  • Will provide continuous effort to improve procurement operations, streamline work processes and work cooperatively and jointly with Community Police Program Managers during the implementation of the ninety-nine (99) MPPs in the three (3) regions of the country.
  • Will assist Program Managers on edits and streamlining a purchase system within the allotted program budget.  Written status report is required for update documenting budget progress.
  • Will travel to various locations of the three (3) regions where MPPs are implemented to conduct assessments, inventory donated equipment, supplies and items.
  • Will travel to various locations where the Model Correctional Facilities are implemented to conduct assessments and inventory donated equipment, supplies, and items.
  • Will coordinate with INL-G Logistics Section and assist with end user monitoring.
  • The position is located in Guatemala City, Guatemala.
  • In-country and regional travel, as well as travel to United States will be required as part of this position.
  • Hours for this full-time position will be the core hours of U.S. Embassy Guatemala: 7:30 am to 5:00 pm Monday through Friday, 40 hours per week.
