We are presently of identifying candidates for the position of a Admin & Support – Professional Monitor Assistant to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of administrative and support roles SIU Program Assistant, ICE Program Assistant, Invitational Travel Assistant, Report/Technical Advisor, Acquisitions Liaison, Professional Monitor Assistant, Administrative Assistants, Strategic Plan Administrative Assistant, File Scanning and Classification). Requirements and Skill Level Qualifications for the Admin & Support -  Professional Monitor Assistant are as follows:
 
 
Requirements:
  • Bachelor degree in Law.
  • Guatemalan citizen.
  • Desirable education and/or knowledge in strategic planning.
  • Two years of work in agencies dedicated to the institutional strategic planning and specially knowledge about Justice Sector (Public Ministry).
  • Three years of experience in teaching.
  • Experience coordinating heterogeneous work teams; preferred.
  • Experience building teaching methodology for justice operators; preferred.
  • Experience conducting monitoring; preferred.
  • Teamwork ability; preferred.
  • Knowledge of Public Ministry structure and laws; preferred.
  • Ability of Context and situational analysis; preferred.
  • Open to receive criteria and opinions; preferred.
  • Teaching and participative methodology skills; preferred.
  • Writing skills; preferred.
 
 
 
Skill Level Qualification Scale (*Candidates must fit into one of these levels of experience):
 
IV (LEVEL 4)
  • U.S., Guatemalan or third country citizen.
  • Security Clearance Type: U.S. and third country citizens will need a MRPT security clearance; a Guatemalan citizen will need an Embassy RSO background security check.
  • High School Degree.
  • FSI Level 3/3 English, FSI Level 4/4 Spanish.
  • Five (5) years administrative experience in a professional setting.
  • Previous GOM, law enforcement or project management experience; preferred.
  • Able to effectively communicate in English and Spanish.
  • Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, and ability to learn new software.
III (LEVEL 3)
  • U.S., Guatemalan, or third country citizen.
  • Security Clearance Type: U.S. and third country citizens will need a MRPT security clearance; a Guatemalan citizen will need an Embassy RSO background security check.
  • High School Degree.
  • FSI Level 3/3 English, FSI Level 4/4 Spanish.

  • Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, and ability to learn new software.
I (LEVEL 1)

  • Previous GOM, two (2) years law enforcement or project management experience required.
  • Able to effectively communicate in English and Spanish.
  • Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, and ability to learn new software.
 

Responsibilities:
  • Socialize the Strategic Plan 2015-2019 for the Public Ministry with the staff working in 100% of prosecution offices and administrative units located in the Department of Guatemala.
  • Having the baseline of 100% of the defined indicators to measure progress in the Strategic Plan implementation.
  • Monitoring the Strategic Plan implementation for the Public Ministry, by measuring the 100% implementation actions contained in the Strategic Plan
  • Building the participative methodology in accordance with the guidelines of UNICAP, the Implementation Coordination Team and the instructions of the General Prosecutor and Head of Public Ministry.
  • Validate the methodology to be implemented with the Coordinating Team.
  • Perform a pedagogical document containing the methodology built according to the validated.
  • Coordinate with all the Public Ministry Bodies to expedite and make viable the socialization workshops.
  • Planning each workshop adapting it to the region’s specific characteristics.
  • Building the participative methodology in accordance with the guidelines of UNICAP, the Implementation Coordination Team and the instructions of the General Prosecutor and Head of Public Ministry.
  • Validate the methodology to be implemented with the Coordinating Team.
  • Perform a pedagogical document containing the methodology built according to the validated.
  • Coordinate with all the Public Ministry Bodies to expedite and make viable the socialization workshops.
  • Planning each workshop adapting it to the region’s specific characteristics.
  • Validate the methodology to be implemented with the Coordinating Team.
  • Validation and application of measurement tools
  • Coordinate with the Department of Crime Policy and other bodies of the Public Ministry to make viable and expedite the implementation of monitoring in prosecution offices.
  • Making progress measurement in the prosecution offices and administrative units regarding the implementation of the actions contained in the Strategic Plan using the appropriate tools.
  • Perform site visits and make reports.
  • Review and evaluate the achievements and challenges, as well as observations of each measuring progress.
  • Conduct regular meetings with the team.
  • Systematization and analysis of the results of each measuring progress.
  • Make a final report.
  • And other activities required by the project’s General Coordinator that are related to the  project’s execution.
  • A weekly and a monthly report (in Spanish) is required indicating the work performed. 
  • A concise written report (in Spanish) must be delivered upon completion of assistance indicating the degree of accomplishment of goals.  
  • Hours for this full time position will be the core hours of the Guatemalan Public Ministry: 8:00 a.m. to 4:00 p.m., Monday through Friday, 40 hours per week. 
  • The position is located in Guatemala City, Guatemala.  In-country travel may be required as part of this position.
