We are presently of identifying candidates for the position of a Admin & Support – Strategic Plan Administrative Assistant to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.

The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of administrative and support roles SIU Program Assistant, ICE Program Assistant, Invitational Travel Assistant, Report/Technical Advisor, Acquisitions Liaison, Professional Monitor Assistant, Administrative Assistants, Strategic Plan Administrative Assistant, File Scanning and Classification). Requirements and Skill Level Qualifications for the Admin & Support -  Strategic Plan Administrative Assistant are as follows:
 
Requirements:
  • 2 years of experience in management of administrative processes and document analysis.
  • Guatemala citizen.
  • Experience in technical and administrative assistance for institutional strengthening projects.
  • Proven experience in provided service-related activities
  • Knowledge of Guatemalan criminal justice system
  • Team work abilities
  • Knowledge of the structure of the Public Ministry and its laws.
  • Wide knowledge of the justice system in Guatemala.
  • Knowledge of the functional structure of the prosecution offices and criminal prosecution case management processes.
  • Knowledge in the use of software tools.
  • Excellent interpersonal relations.
  • Ethics, responsibility, confidentiality and efficiency at work.
 
 
 
Skill Level Qualification Scale (*Candidates must fit into one of these levels of experience):
 
IV (LEVEL 4)
  • U.S., Guatemalan or third country citizen.
  • Security Clearance Type: U.S. and third country citizens will need a MRPT security clearance; a Guatemalan citizen will need an Embassy RSO background security check.
  • High School Degree.
  • FSI Level 3/3 English, FSI Level 4/4 Spanish.
  • Five (5) years administrative experience in a professional setting.
  • Previous GOM, law enforcement or project management experience; preferred.
  • Able to effectively communicate in English and Spanish.
  • Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, and ability to learn new software.
III (LEVEL 3)
  • U.S., Guatemalan, or third country citizen.
  • Security Clearance Type: U.S. and third country citizens will need a MRPT security clearance; a Guatemalan citizen will need an Embassy RSO background security check.
  • High School Degree.
  • FSI Level 3/3 English, FSI Level 4/4 Spanish.
  • Two (2) years administrative experience in a professional setting.

II (LEVEL 2)

  • BA/BS (University degree equivalent) required.
  • FSI level 3/3 English, FSI level 4/4 Spanish.
  • Two (2) years administrative experience in a professional setting.
  • Previous GOM, law enforcement or project management experience; preferred.
  • Able to effectively communicate in English and Spanish.
  • Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, and ability to learn new software.
I (LEVEL 1)
  • U.S., Guatemalan or third country citizen.
  • Security Clearance Type: U.S. and third country citizen will need an MRPT security clearance, a Guatemalan citizen will need an Embassy RSO background security check.
  • BA/BS (University degree equivalent) required.
  • FSI level 3/3 English, FSI level 4/4 Spanish.
  • Two (2) years administrative experience in a professional setting.
  • Previous GOM, two (2) years law enforcement or project management experience required.
  • Able to effectively communicate in English and Spanish.
  • Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, and ability to learn new software.
 

Responsibilities:
  • Support in the technical and administrative procedures for the project’s general coordination
  • Collaborate with the technical staff coordination hired for the project implementation.
  • Contribute to plan activities, ensuring minimal deviation from the established planning.
  • Tracking the results of each expert, drawing decision making inputs by the coordination.
  • Update change requests to the plans with its due justification, impact on cost, schedule and results.
  • Creation of follow up and progress reports both weekly and monthly as required.
  • Participate in meetings required by the coordination.
  • Follow up the creation of documents produced by experts and the systematization of the project’s progress.
  • Duly inform the coordination about the project’s outcomes, immediately and in the way requested.
  • Inform experts about the decisions and guidelines issued by the coordination and tracking them.
  • Expedite internal and external processes to maintain fluidity of the activities.
  • Coordinate regular feedback meetings with the working team.
  • Other duties as assigned and/or required.
  • A weekly and a monthly report (in Spanish) is required indicating the work performed. 
  • A concise written report (in Spanish) must be delivered upon completion of assistance indicating the degree of accomplishment of goals.  
  • Bachelor Degree in Law, Business Administration, desirable to have education and/or knowledge on justice system.
  • Hours for this full-time position will be the core hours of the Guatemalan Public Ministry: 8:00 a.m. to 4:00 p.m., Monday through Friday, 40 hours per week. 
  • The position is located in Guatemala City, Guatemala.  In-country travel may be required as part of this position.
