We are presently of identifying candidates for the position of a Computer Advisor to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
This Initiative will focus on a series of information and technology roles including File Digitizing, Master Software Developer, Senior Software Advisor, Computer Advisor, and Technical Advisor on Human Rights Computer System. Requirements and Skill Level Qualifications for the IT Advisor – Computer Advisor are as follows:

Required:
  • Guatemala Citizen.
  • English level 4/4 and Spanish level 4/4.
  • A university degree in Computer Engineer and/or Software Programing or at least four (4) years of related work experience.
  • At least one-year experience in working with Guatemalan Government agencies.
  • Ability to provide training and technical support in Spanish.
  • Experience in computer program development, implementation and management; preferred.
  • Familiarity with SICOMP2 (the computerized case management system of the Public Ministry).
 
 
Skill Level Qualifications (*Candidates must fit into one of these levels of experience):
 
IV (LEVEL 4)
  • Guatemalan Citizen.

  • Spanish FSI level 3/3, English FSI level 4/4.
  • College degree in IT or related field, work experience may be substituted for the four-year degree if the individual has exceptional technical skills.
  • Five (5) years of IT/helpdesk experience is required.
  • Two (2) years’ experience with Microsoft Sever and SQL applications.
  • Two (2) years of experience in IT management is desirable,
  • Proficient in the use of Microsoft Office, MS Project, and internally developed databases, proficient in Databases knowledge, MS SQL Server, PostgreSQL, MySQL, Web development and integration and languages, HTML, PHP, SharePoint, Flash, Silverlight, current on new information technologies, hardware, software, upgrades, updates and compatibility issues and will suggest applicable changes or modifications.

III (LEVEL 3)
  • Guatemalan Citizen.

  • One (1) year of experience in IT management is desirable.

Responsibilities:
  • Conduct an analysis of the internal procedures of the Asset Seizure Unit and preparation of a document stating the software requirements.
  • Design software that allows for the management, follow up and control of the processes in the Asset Seizure Unit of the Public Ministry, utilizing the technological architecture of the Computerized System for the Control of Investigations of the Public Ministry of the Government of Guatemala (SICOMP), taking into consideration the communication elements between the unit and other prosecutors units, as well as the interconnection with the system in use by the National Secretariat for the Administration of Seized Assets (SENABED) of the Government of Guatemala, Judiciary and/or the Supreme Court of Justice, Ministry of Government, etc.
  • Perform the analysis, design, development and/or adjustment, implementation (in the sites selected and identified by the Public Ministry and/or other GOG Agency) and maintenance of the systems assigned as support to the interconnection processes to optimize the communication system with the prosecutors units.
  • In the design and development of the systems assigned to the contractor, he/she should consider the functions and tools that generate statistical information and reports, so that these items support decision making processes and provide information control.
  • Conduct the necessary quality assurance tests of the developed software.
  • Implement the functions developed through this contract in coordination with the involved agencies.
  • Provide follow up and training to the end users, as support to the implementation process of the interconnection modules so that desired results are guaranteed.
  • Prepare technical manuals of the developed modules and provide training for the support and maintenance to other technical personnel of the Public Ministry and/or other GOG Agency.
  • Prepare and present reports requested by the Coordinator of the Administration and Development Areas, by the National Coordination Area of the Computerized Integrated System of the Public Ministry or by the Coordinator of SICOMP to document the project and/or other GOG Agency.
  • Perform other duties as requested and assigned by INL Rule of Law and Justice Sector Reform Program Manager. 
  • At the end of the provision of technical advice, the consultant will provide an assessment that identifies the possibility of the implementation of inter-connectivity processes and will have developed a specialized module for the Asset Seizure Unit of the Public Ministry as well as created a platform for administration of interconnectivity services with the National Secretariat for the Administration of Seized Assets and/or other GOG Agency.
