We are presently identifying candidates for a Training Specialist I to provide professional support to the High-Value Detainee Interrogation Group (HIG) and their Operational Support Program. The HIG Research Program serves as the locus for advancing the science and practice of interrogation within the United States Government (USG) and is the only USG program specifically studying the psychological and behavioral science underlying the practice of interrogation. This Program is charged with the study and evaluation of whether the interrogation practices and techniques in Army Field Manual 2-22.3, when employed by departments and agencies outside the military, provide an appropriate means of acquiring the intelligence necessary to protect the nation. If warranted, this team will recommend any additional or different guidance for other departments or agencies and develop a set of best practices for conducting interrogations. The HIG Research Program achieves its research mission through the development of a multi-faceted and interdisciplinary research program that integrates operations, training, and research. This comprehensive approach is designed to ensure that the HIG Research Program is based upon and provides the most current, informed, and applicable science as a guide to interrogations for HIG members and associated USG entities
The Operational Support Program, Interview & Interrogation (I&I) Curriculum is the only completely science-based I&I training in the USIC. All HIG courses are developed and instructed by HIG trainers, researchers, experienced collectors and analysts with a special emphasis on Human Intelligence Operations (Source Operations and Interrogation Operations), in collaboration with professional curriculum designers. The professionally designed training courses are offered to domestic agencies such as the Federal Bureau of Investigation (FBI), the Department of Defense (DOD), and Homeland Security Investigations (HSI). Internationally, the HIG offers training to allied foreign partners of strategic operational interest, with the goal of improving their ability to collect more and better intelligence while enhancing our key operational partnerships.
The Training Specialist I goal is to contribute to the support services provided for the Operational Support Program that are critical for improving and maintaining operational efficiencies to the National Security Branch (NSB), HIG mission.
 
Required—
  • Top Secret-SCI Clearance w/ Polygraph; This contract requires qualified candidates to hold a fully adjudicated and current TS-SCI w/ Polygraph. Candidates who do not already possess this requirement will not be considered.
  • Bachelor’s degree (BA or BS) from an accredited institution in a relevant field of study.
  • One (1) year of relevant experience in conducting research necessary to develop and revise training courses and prepares appropriate training materials.
  • Proficient with:
    • Microsoft Office (Word, PowerPoint, Outlook).
    • Excel (intermediate to advanced capability).
    • SharePoint.
    • Web browsers (Internet Explorer, Mozilla Firefox) and services that operate using these software packages.
  • Strong Analytical skills.
  • Strong Organizational skills.
  • Ability to work well individually as well as in small-team environment.
  • Ability to consistently and appropriately apply complex direction, including Standard Operating Procedures and Operations Manual documentation as well as appropriate oral and written guidance received.

Responsibilities—
  • Develop a broad understanding and knowledge of the organization, its overall structure, mission, policies, and programs within the organization and identify the impact of findings and recommendations.
  • Assist in the development of new courses and training platforms.
  • Assists in the development of all instructor materials that may include course outline, background material, and training aids.
  • Collaborate with the Research Program to integrate new research into training curriculum.
  • Collaborate with teammates to create standardized training materials that facilitate efficient and effective workflows.
  • Track training request and schedules training classes as directed.
  • Support training and maintenance of other applications and/or training records.
  • Assist training/curriculum developer(s) with the design and development of curriculum content, training materials, training modules, teaching aids.
  • Leads or manages the development of all instructor materials that may include course outline, background material, and training aids for government approval.
  • Develops all student materials that may include course workbooks, manuals, completion certificates, and course critique forms for government approval.
  • Assist in the development, or provide the following training deliverables:
    • Training Plan and Calendar.
  • The calendar will detail projected training opportunities and expected/desired participation levels based on target population, identified training shortfalls and organizations priorities.
  • Indoctrination Training Course Development.
  • Manage new staff orientation, a training program intended to provide a basic understanding of the organization’s mission and how it operates in order to accomplish that mission.
    • Role specific training strategy.
    • Role specific training course development (as needed).
    • Role specific training course.
    • Customer training courses.
    • Training Metrics/Evaluations.
    • Curriculum review and development.
  • Manage and document all mandatory training:
    • Arrange for all employees to have access to the mandatory training and track and report the completion of the training.
    • Manage the mandatory training program. As deadlines for mandatory training are released, the training specialist will advise all employees that are required to complete the training.
    • Properly record and document all mandatory training in accordance with organizational policies.
  • Assist organizational group entities and individuals with the development, documentation, and periodic review of presentations, training, and training materials.
  • Create and properly submit electronic communications (EC’s), documenting activities in accordance with policies and processes for government approval.
  • Create new work processes to improve training and communications team workflow for government approval.
  • Assist in development, coordination, and facilitation of training courses and events.
  • Create and edit presentations, SOPs, and other documents for government approval.
  • Communicate training announcements, progress, and logistics to students.
  • Prepare training materials such as course books, worksheets, and certificates.
  • Create program reports for management.
  • Use FBI programs such as Sentinel, Virtual Academy, and the Enterprise Process Automation system (EPAS) to support Training Program.
  • Light lifting of packages and course materials is required.
  • Travel (CONUS or OCONUS) is possible with COR authorization.
  • Normal Workday will typically be eight work hours a day plus a mandatory thirty-minute lunch between the hours of 6am and 6pm. Core work hours that must be covered are 9am to 3pm.
