We are presently identifying candidates for a Program Analyst I to provide professional support to the High-Value Detainee Interrogation Group (HIG) and their Operational Support Program. The HIG Research Program serves as the locus for advancing the science and practice of interrogation within the United States Government (USG) and is the only USG program specifically studying the psychological and behavioral science underlying the practice of interrogation. This Program is charged with the study and evaluation of whether the interrogation practices and techniques in Army Field Manual 2-22.3, when employed by departments and agencies outside the military, provide an appropriate means of acquiring the intelligence necessary to protect the nation. If warranted, this team will recommend any additional or different guidance for other departments or agencies and develop a set of best practices for conducting interrogations. The HIG Research Program achieves its research mission through the development of a multi-faceted and interdisciplinary research program that integrates operations, training, and research. This comprehensive approach is designed to ensure that the HIG Research Program is based upon and provides the most current, informed, and applicable science as a guide to interrogations for HIG members and associated USG entities
The Operational Support Program, Interview & Interrogation (I&I) Curriculum is the only completely science-based I&I training in the USIC. All HIG courses are developed and instructed by HIG trainers, researchers, experienced collectors and analysts with a special emphasis on Human Intelligence Operations (Source Operations and Interrogation Operations), in collaboration with professional curriculum designers. The professionally designed training courses are offered to domestic agencies such as the Federal Bureau of Investigation (FBI), the Department of Defense (DOD), and Homeland Security Investigations (HSI). Internationally, the HIG offers training to allied foreign partners of strategic operational interest, with the goal of improving their ability to collect more and better intelligence while enhancing our key operational partnerships.
The Program Analyst I goal is to contribute to the support services provided for the Operational Support Program that are critical for improving and maintaining operational efficiencies to the National Security Branch (NSB), HIG mission.
  • Top Secret-SCI Clearance w/ Polygraph; This contract requires qualified candidates to hold a fully adjudicated and current TS-SCI w/ Polygraph. Candidates who do not already possess this requirement will not be considered.
  • Bachelor’s degree (BA or BS).
  • Minimum three (3) years of experience in a relevant field of analysis.
  • Experience researching and analyzing data, written information, and programmatic outcome to assess risks, formulate recommendations, and present written analysis and data which aligns with organizational goals.
  • Experience writing and producing data/resource-focused summary papers, reports, and briefs from data related to research and operational outcomes.
  • Proficient with:
    • Microsoft Office (Word, PowerPoint, Outlook).
    • Excel (intermediate to advanced capability).
    • SharePoint.
    • Web browsers (Internet Explorer, Mozilla Firefox) and services that operate using these software packages.
  • Knowledge of project management support to complex studies such as:
    • Clerical support on automation and technical efforts that may impact operations.
    • Studies or evaluations that may involve any aspect of the organization and include the recommendation, or technical efforts that effect operations.
  • Knowledge of established administrative procedures and requirements related to proper methods for creating, storing and maintaining records.
  • Knowledge of data gathering methods and data sources to collect or assist in the collection of information for the organizations project.
  • Ability to attain the basic understanding of the organization and its processes, goals, achievements and direction of programs as well as understanding of overall program objectives.
  • Proficiency in routine computer applications, including Microsoft Office (Word, Excel, PowerPoint, and Internet Explorer), Mozilla Firefox and services that operate utilizing these software packages.
  • Ability to demonstrate good analytical, communication, and organizational skills.
  • Ability to work well individually and in a small-team environment.
  • Ability to apply complex direction, including Standard Operating Procedures and Operations Manual documentation as well as appropriate oral and written guidance received.
  • Excellent interpersonal, written, and oral communication skills.
  • Assist in the management and analyzing programs and projects ranging from strategy development and management, performance management, program analysis, and communications.
  • Maintains appropriate computer records in standard database software packages.
  • Extract specific information from records and actively monitors status of projects.
  • Assist in monitoring assignments to improve the efficiency and effectiveness of management analysis, operations, and program evaluations.
  • Prepare a variety of finished, written products including, but not limited to, management talking points, briefing books, and program reports, produced often within short deadlines.
  • Perform analytical functions including strategic planning, statistical data collection, program activity assessments, and analytical information support for program objectives.
  • Normal Workday will typically be eight work hours a day plus a mandatory thirty-minute lunch between the hours of 6am and 6pm. Core work hours that must be covered are 9am to 3pm.
