We are presently identifying candidates for a Special Access Program Exploitation Analyst for bid submission to a need solicited by the Department of the Army in reference to the 363d ISRW and subordinate units with the right subject matter expertise for the Full Spectrum Analysis & Targeting Solutions (FSATS) Task Order. It shall execute the ISR mission areas to include, but are not limited to:
     System Integration and Administration;
     Analysis Development;
     Targeting Development;
     and Training.
Collectively, all members of this task order shall contribute the assessment of threats and provide the Government with intelligence analysis, assessments and various intelligence products (& their implementations) against adversary target systems, associated critical capabilities/requirements, related entities (targets) of interest, and associated TTPs.
  • TOP SECRET Clearance is required. This contract does not allow for the time required to obtain a clearance. Therefore, all qualified candidates must already possess the necessary clearance and clearance level to be considered.
  • Analytical experience supporting and servicing entities throughout the Intelligence Community (IC) on various issues and topics.
  • Exposure to the United States Central Command (USCENTCOM) and U.S. Air Forces Central Command (USAFCENT AOR).
  • Experience with maintaining specialized intelligence and operations community accesses (special access programs or SAPs) such as:
    • Alternate Compensatory Control Measures (ACCM);
    • Joint Special Technical Operations (JSTO);
    • Limited Distribution Signals Intelligence reporting;
    • Limited Distribution Human Intelligence reporting.
  • Flexible and experienced with travel requirements and processes; travel may be required up to 25% of the time in performance of this task order; may include CONUS and OCONUS travel.
  • Plan the appropriate collection method and subsequent gathering of intelligence data.
  • Participate in the presentation of ISR collection capabilities/data to service, national, and coalition customers within defined area of responsibility.
  • Provide management with the intelligence information derived from ISR assets to maximize Commanders forces’ effectiveness by optimizing friendly force strengths, exploiting adversary weaknesses, and countering adversary strengths.
  • Identify the need for and/or recommend the need to deliver a fused intelligence product (the collection, processing, integration, evaluation, and interpretation of available information) to the customer.
  • Select the appropriate established methods and/or techniques to be used in the research and manner of presentation of results.
  • Recommend new techniques and technologies associated with intelligence processing concepts.
  • Apply knowledge of relevant customer organizations or operations (e.g., military, policy makers, and law enforcement) including how to translate requirements to recommend appropriate output or response to meet customer needs.
  • Maintain liaison activities and staff coordination through accepted channels of communication with counterparts at national intelligence organizations, the military services and combatant commands.
  • Maintain the integrity and standardization of IC integrated products by closely coordinating with other specialists ensuring the use of recommended collection methodologies, standards, and analytical approaches.
  • Coordinate an integrated process to meet timelines and accuracy requirements of ground, air, space, and cyberspace requirements.
  • Apprise consumers of developments and related background information associated to the tasking.
  • Disseminate multi-source intelligence information, including classified and unclassified information, within their assigned defined geographical or functional area of responsibility that allows customers obtain a better sense of their situational awareness.
  • Exercise independent judgment in determining the manner of format, coherency, and consistency, in which routine/conventional tactical, operational and strategic information gathered sources is disseminated to the customer.
  • Identify or validate ISR dissemination processes /system requirements that ensures a smooth integration of concepts within existing programs used.
  • Participate in planning and directing ISR operations.
  • Actively participate in the planning, directing, and integrating of functions used to provide or recommend ISR intelligence and situational awareness necessary to successfully plan and conduct operations to support the customer’s assigned mission.
  • Provide actions to enable strategic, operational, and tactical users to better understand the operational environment systemically, spatially, and temporally, allowing the customer to orient themselves to the current and predicted situation to enable decisive decision and action.
  • Provide intelligence recommendations to higher graded specialists and staff on matters involving collection and operation development, articulation, advocacy, and strategy for developing AFISR airborne and related ground systems within their specific area of responsibility.
  • Shall identify and resolves ISR issues.
  • Make recommendations on operational matters which may be used to initiate management actions to commit Agency funds or resources. Recommendations may indirectly impact future capabilities.
  • Provide support to senior specialist in meetings with planners from other MAJCOMs, Air Staff, DoD, and within the IC community. Incumbent is empowered to make agreements and commitments in accordance with previously received instructions which are binding within the scope of their assignments.
  • Within area of responsibility, reviews and evaluates multi-source, technical intelligence from a wide variety of sources of varying clarity and validity.
  • Shape, fuse, and makes recommendations which influence the content, form, and format of tailored, timely, accurate, and relevant assessments to internal/external mid-level clients of all types in the policy-making, acquisition and/or operational customer sets. Projects are reviewed by senior specialists for conformance to format, coherence, and consistency.
  • Apply judgment in balancing the situation’s need for accuracy and expediency.
  • Identify requirements and makes recommendations under the guidance of senior specialists to fill knowledge gaps impacting missions directly related to tactical, operational or strategic level of operations.
  • Make recommendations to contribute to developing concepts, architectures, and planning concerning organizational changes, resource management and resource allocation to keep pace with new or changing agency tasking.
  • Core hours of work will be of normal duty hours (0800-1700 local, Monday through Friday) or shift work (includes nights and weekends). The position may be required to provide labor hours more than 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon operations and exercises.
