We are presently identifying candidates for a Specialized Target Studies SME for bid submission to a need solicited by the Department of the Army in reference to the 363d ISRW and subordinate units with the right subject matter expertise for the Full Spectrum Analysis & Targeting Solutions (FSATS) Task Order. It shall execute the ISR mission areas to include, but are not limited to:
     System Integration and Administration;
     Analysis Development;
     Targeting Development;
     and Training.
Collectively, all members of this task order shall contribute the assessment of threats and provide the Government with intelligence analysis, assessments and various intelligence products (& their implementations) against adversary target systems, associated critical capabilities/requirements, related entities (targets) of interest, and associated TTPs.
  • TOP SECRET Clearance is required. This contract does not allow for the time required to obtain a clearance. Therefore, all qualified candidates must already possess the necessary clearance and clearance level to be considered.
  • Experience collecting, analyzing, and synthesizing data to provide support for targeting to entities throughout the Intelligence Community (IC) on relevant issues and topics to the below responsibility list.
  • Experience operating within a net-centric environment.
  • Exposure to the United States Central Command (USCENTCOM) and U.S. Air Forces Central Command (USAFCENT AOR).
  • Flexible and experienced with travel requirements and processes; travel may be required up to 25% of the time in performance of this task order; may include CONUS and OCONUS travel.

  • Shall create Specialized Target Studies Worldwide Air Operations Center Requirements for targeting analysis.
  • Shall identify collection and capability gaps for discrete targeting problems.
  • Shall work directly with customers and Intelligence Community (IC) partners on assessments and analysis supporting targeting study production.
  • Responsible for analyzing intelligence, processing, exploiting, correlating, and fusing information into a net-centric environment.
  • Shall support development of such areas as:
    • Target descriptions;
    • Target vulnerability and survivability analysis;
    • Weapon system effectiveness and performance;
    • Target disablement evaluation;
    • Component damage;
    • Warhead lethality;
    • Threat modeling;
    • Vulnerability/lethality methodology development;
    • Target system analysis;
    • Joint intermediate target development;
    • Target graphics;
    • Joint intermediate target development for non-kinetic effects (cyber operations, EQ, influence operations);
    • Weaponeering;
    • Target coordinate mensuration
    • Collateral damage estimation;
    • JASSM Terminal Area Models (TAM);
    • Combat assessment;
    • Tailored geospatial products;
    • Foundation data to populate Air Force mission planning systems.
  • Core hours of work will be of normal duty hours (0800-1700 local, Monday through Friday) or shift work (includes nights and weekends). The position may be required to provide labor hours more than 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon operations and exercises.
