We are presently identifying candidates for a SIGINT – NTI SME Analyst - FSATS for bid submission to a need solicited by the Department of the Army in reference to the 363d ISRW and subordinate units with the right subject matter expertise for the Full Spectrum Analysis & Targeting Solutions (FSATS) Task Order. It shall execute the ISR mission areas to include, but are not limited to:
System Integration and Administration;
Analysis Development;
Targeting Development;
and Training.
Collectively, all members of this task order shall contribute the assessment of threats and provide the Government with intelligence analysis, assessments and various intelligence products (& their implementations) against adversary target systems, associated critical capabilities/requirements, related entities (targets) of interest, and associated TTPs.
 
 
Required—
  • TOP SECRET Clearance with a current polygraph is required. This contract does not allow for the time required to obtain a clearance. Therefore, all qualified candidates must already possess the necessary clearance and clearance level to be considered.
  • Experienced with maintaining specialized intelligence and operations community accesses pertinent to the assigned functional area such as:
    • Alternate Compensatory Control Measures (ACCM);
    • Joint Special Technical Operations (JSTO);
    • Limited Distribution Signals Intelligence reporting.
  • Experience providing SIGINT RFI support.
  • PROFORMA requirements:
    • At least three (3) years’ experience with PROFORMA analysis;
    • and have attended the Intermediate PROFORMA workshop at NSAIC.
  • Must have a minimum of five (5) years of NSA experience.
  • Must have a minimum of two (2) years’ experience focusing on the USCENTCOM AOR.
  • Must maintain NSAnet access and its yearly required training.
  • Flexible and experienced with travel requirements and processes; travel may be required up to 25% of the time in performance of this task order; may include CONUS and OCONUS travel.
 
Responsibilities—
  • The contractor shall provide support and services to elevate the fusion process across TASE, ELINT, NTI, ISE, Targets and analysis operations.
  • The contractor will maintain a current operations section JQS which will be used to maintain a standard knowledge skillset to enhance and sustain NTI operations to all newly reporting Airmen.
  • The contractor shall be required to maintain specialized intelligence and operations community accesses pertinent to their functional area, in order to enhance situational awareness and planning support. One, some, or all of the following may be required, and this list should not be considered definitive: Alternate Compensatory Control Measures (ACCM), Joint Special Technical Operations (JSTO), Limited Distribution Signals Intelligence reporting, and Limited Distribution Human Intelligence reporting.
  • The contractor may be required to travel up to 25%, which may include international travel.
  • The contractor shall be required to perform analyses at various levels to determine parametric characterizations, functions, and applications for specific signal emissions. The contractor shall be required to perform searches and exploitation from various databases to prepare operational or technical reports and assessments. The contractor shall be required to provide SIGINT RFI support.
  • The contractor shall be required to have a minimum of 5 years of NSA experience.  Additionally, the contractor shall be required to have at least 2 years of experience focusing on the USCENTCOM AOR.
  • The contractor shall be required to have at least 3 years of experience in PROFORMA analysis. Additionally, the contractor must have attended the Intermediate PROFORMA workshop at NSAIC.
  • The contractor is required to have a TS/SCI clearance with current polygraph. Additionally, the contractor will be required to maintain NSAnet access, along with maintaining yearly NSAnet training.
  • As the NTI Subject Matter Expert the contractor must be a graduate of the NTI IIQC course which is taught at Ft. Meade, Maryland. Additionally, the contractor shall be required to provide briefings and training on in-depth NTI analysis and collection.
  • As the NTI Subject Matter Expert the contractor shall be required to perform additional duties which may include reasonable requests such as providing ad hoc support to 24/7 operations and contingency crisis.
  • Core hours of work will be of normal duty hours (0800-1700 local, Monday through Friday) or shift work (includes nights and weekends). The position may be required to provide labor hours more than 40 hours per work week to include holiday and weekends, and/or during irregular times and shifts based upon operations and exercises.
