We are presently identifying candidates for a P3O Program Manager to support the Private Public Partnership Office Support Services (P3O). P3O offers America’s employers the opportunity to collaborate on a shared human capital strategy as it concerns Soldiers. This contract will provide support of United States Army Reserve (USAR) Soldiers, Active Component (AC) Soldiers transitioning from active duty (“transitioning AC Soldiers”) or have transitioned off of active duty within 180 calendar days from Release From Active Duty (“Eligible Veterans”), and eligible Family members (“dependents”) seeking among others employment, professional and trade career development, mentor protégé, credentialing, certification, training, and licensure opportunities recognized by the civilian sector.
The members of this team will provide highly specialized professional services, expertise, and performance to support successful customer case management and program administrative level support primarily in relation to the efforts associated with P3O.
  • Current possession of a Secret Clearance is required for this role. This position does not allow the time frame necessary for uncleared candidates to obtain a clearance.
  • Qualified candidates will meet one of the following education/experience levels:
    • Bachelor’s degree in one of the following:  Human Resources, Psychology, Business Management, or Business Administration from a college or university that is accredited by a national or regional agency recognized by the U.S. Department of Education.
    • Ten (10) years of experience in a human resources management position in which half of that time (five years) was spent as a senior human resources management position.
  • Eight (8) years of experience in recruiting/job placement or five (5) years in a senior human resources management position.
  • Responsible for the overall management, coordination, and performance of the work under this contract.
  • The PM shall be located at the Office of the Chief of Army Reserve (OCAR) Headquarters in Fort Belvoir, Virginia.
  • Coordinate the activities of all contractor employees engaged in this contract, to include but not limited to: annual training events, compiling national reports, coordination with the COR and P3O support service staff, and ensuring that all contract personnel duties are in accordance with the PWS.
  • Provide highly specialized professional services, expertise, and performance to support successful customer case management and program administrative level support primarily in relation to the efforts associated with P3O. These services include but are not limited to:
    • Managing and advertising the capabilities of the USAR P3O to industry, at military events and other venues that support P3O mission, strategic goals and objectives.
    • Manage and assist with job seeking, developing/enhancing resumes, application processes, job interview techniques, registering on the accepted jobs portal, and jobs skills translation from military to civilian careers. 
    • Manage and collaborate with industry to promote P3 capabilities, goals, and objectives in direct support of the CAR’s top priorities.
    • Provide timely and accurate data reflecting results in support of P3’s mission, strategic goals, and objectives.
  • The Contractor shall be responsible for conducting business between the hours of 0800 to 1700 (8:00 AM to 5:00 PM), Monday through Friday. However, weekend work is required to ensure customer service is provided during USAR Battle Assembly weekends. The Contractor’s employees shall not exceed a 40-hour work week; a flexible work schedule maybe considered as needed
