We are presently identifying candidates for a National Law Enforcement Training Center Advisor to work with International Narcotics and Law Enforcement (INL) in San Jose, Costa Rica on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the National Law Enforcement Training Center Advisor are as follows:
 
Required—
  • MRPT Clearance (U.S. Citizens & TCNs) or RSO Clearance (LNs)
  • English FSI level 4/4
  • Spanish FSI level 4/4
  • A Bachelor’s degree in a related field from an accredited institution within the field of criminal justice, criminology, law, management, administration, education, or special certifications/qualifications making the candidate an SME in law enforcement academy management. 
  • Ten (10) years of demonstrated experience in law enforcement and oversight agency organizational development, planning, and/or training.
  • Five (5) years of demonstrated experience related to management of a law enforcement academy or training facility that included strategic planning, resource management, budgeting, oversight and evaluation.
  • Demonstrated experience in managing program resources.
  • Demonstrated very good English verbal and written skills.
  • Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups.
  • Demonstrated superior Spanish language communications skills.
  • Demonstrated proficiency in Microsoft Office Suite.
 
Preferred—
  • Demonstrated previous experience establishing or helping expand a multi-service law enforcement academy
  • Demonstrated experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
  • Demonstrated experience working as a law enforcement advisor with non-U.S. law enforcement agencies.
  • Demonstrated experience working in police academies or training facilities in Latin America.
 
Responsibilities—
  • Works closely with the US Embassy INL/CR Rica Director, INLCR PSC Police Advisor, the Contracting Officer (CO), and Contracting Officer’s Representative (COR).
  • Maintains open, timely and effective communications with the INL/Costa Rica Director and Police Advisor on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. 
  • Keeps the INL PSC Police Advisor and INL Section informed of his/her activities through a Travel/Engagement Form and report on all travel activities in the Monthly and Quarterly Reports.   
  • Serves in Costa Rica as the subject matter expert for training evaluation and mentoring in support of host-nation efforts to establish a national Law Enforcement Training Center, expanding the current National Police Academy to achieve an accredited multi-service training institution. 
  • Assist INL to establish the required operations and curriculum to achieve this transition.
  • Provides expertise and assistance to the Ministry of Security, the Police Academy Director, and INL/CR in the continued transition of the Costa Rican Police Academy to a broader Law Enforcement and Investigations School. 
  • Assists INL and the National Law Enforcement Center to provide all basic, specialized, and continuing education for the national police and border police; basic and some specialized training to the Coast Guard, Park Service, municipal police forces, as well as specialized training to the migration police, counter-drug police, penitentiary police, and special investigative police (OIJ). 
  • Provides technical law enforcement expertise, technical assistance, and training on behalf of INL in support of host-nation efforts to improve Academy operations and curriculum.
  • Assists INL to establish a true multi-service National Law Enforcement Training Center (NLETC).
  • Provides expertise and assistance to the GOCR and INL/CR in the transition of the GOCR Police Academy to a more expansive Law Enforcement Academy that incorporates SIMEP investigative curriculum. 
  • Enlists the cooperation of GOCR entities, Colombian Police Advisors, and other interested donating parties to work closely with the program.  
  • Provides technical assistance and expertise to the GOCR-Ministry of Security and INL/CR in the operation, and continued development of the Police Academy transition to a more inclusive Law Enforcement Academy. 
  • Assists INL to work with the Fureza Publica and the Ministry on course design and NLETC administration.  Provides advice and assistance in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items.
  • Works with the INL personnel to prepare monthly and annual progress reports regarding establishing the NLETC. 
  • Prepares and maintains an annual implementation plan.
  • Suggests avenues for mid-course correction if a program is not achieving its goals.
  • Attends meetings with U.S. and host-government officials as requested, including the regional working group meetings.
  • Keeps the INL Director, Deputy Director, INL/CR Police Advisor, and INL Coordinator, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to the Academy.
  • Works directly with the INL Costa Rica Director, Police Advisor, and Coordinator, and will work to strengthen areas presently being worked on by INL Costa Rica (SIMEP Institutionalization and Police Academy Reform) as well as any other area thought to be important by the INL Director (Costa Rica). 
  • Assists INL in the coordination of program development, implementation and reporting with other Costa Rican entities, INL advisors, and other advisors or contractors working for the INL program in Costa Rica and as appropriate, throughout the region.
  • This position requires a work plan.
  • MONTHLY: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.
  • QUARTERLY: Quarterly Reports, quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL. 
  • ANNUALLY: The candidate shall provide an annual report.  This report shall be a summary of the last year, specifically an estimate of progress toward reaching the goal of turning over responsibility to the GOCR.  It should also detail the results of each projected output, outcome, performance measurement, and impact.
