We are presently identifying candidates for a Curriculum and Training Advisor (CTA) to work with International Narcotics and Law Enforcement (INL) in San Jose, Costa Rica on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Curriculum and Training Advisor (CTA) are as follows:
  • MRPT Clearance (U.S. Citizens & TCNs) or RSO Clearance (LNs)
  • A Bachelor’s degree in a related field from an accredited institution.  A degree from an accredited university within the field of criminal justice, law, management/leadership, administration, education, etc. or special certification/qualifications making the candidate SME in Police Educational working areas.
  • Five (5) years of experience working criminal justice field, policing, and/or governmental areas.
  • Three (3) years of experience working in a training environment.
  • Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups.
  • FSI level 4/4 Spanish language communications skills.
  • FSI level 3/3 English
  • Demonstrated proficiency in Microsoft Office Suite.
  • Demonstrated previous experience establishing or helping expand a multi-service law enforcement academy.
  • Demonstrated experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
  • Previous experience working with Costa Rican law enforcement.

  • Works most closely with the US Embassy INL/CR Rica Director, INLCR PSC Police Advisor, INL Coordinator, the Contracting Officer (CO), and Contracting Officer’s Representative (COR). The Advisor shall maintain open, timely and effective communications with the INL/Costa Rica Director and Police Advisor on issues falling under the scope of work.
  • Provides a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Keeps the INL PSC Police Advisor and INL Section informed of his/her activities through a Travel/Engagement Form.
  • Reports on all travel activities in the Monthly and Quarterly Reports.   
  • Serves in Costa Rica as the subject matter expert for curriculum development in support of host-nation training efforts. 
  • Works with the INL team, GoCR security agencies, and the director of the Law Enforcement Training Center, to develop and/or enhance curriculum to support the expansion of the National Police Academy, increase training opportunities, and assist them with accreditation. 
  • Assists INL to provide expertise and assistance to the Ministry of Security, the Police Academy Director, and INL/CR to support the continued development of the Costa Rican Police Academy into a broader Law Enforcement and Investigations School. 
  • Assists INL to help the National Law Enforcement Center to expand their curriculum base to provide all basic, specialized, and continuing education for the national police and border police; basic and some specialized training to the CR Coast Guard, CR Park Service, CR municipal police forces, as well as specialized training to the CR migration police, CR counter-drug police, CR penitentiary police, and CR special investigative police (OIJ). 
  • Provides technical expertise, technical assistance, and training on behalf of INL in support of host-nation efforts to improve overall training opportunities and expand law enforcement curriculum.
  • Assist INL Posts to enhance educational components associated with Basic Level Training (Police Academy) In-Service Level Training, and Professional Development Training.
  • Utilizing a “Best Practices” approach, assist INL Posts in creating and or enhancing Distance Learning systems and instruction, as well as developing a continuing education methodology within police organizations.
  • Provide expertise and assistance to the GOCR and INL/CR in the transition of the GOCR Police Academy to an accredited, more expansive Law Enforcement Academy that incorporates SIMEP investigative curriculum. 
  • Work with the Fureza Publica and the Ministry on course design and NLETC administration. 
  • Work with INL personnel to prepare monthly and annual progress reports regarding establishing the NLETC.  Prepare and maintain an annual implementation plan.
  • Suggest avenues for mid-course correction if a program is not achieving its goals.
  • Keep the INL Director, Deputy Director, INL/CR Police Advisor, and INL Coordinator, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to the GOCR Training program.
  • Assist in the coordination of program development, implementation and reporting with other Costa Rican entities, INL advisors, and other advisors or contractors working for the INL program in Costa Rica and as appropriate, throughout the region.
  • This position is located in San Jose Costa Rica.  Travel throughout Costa Rica will be required.   Travel to other Central American countries or international destinations may also be required.
  • The works hours of this position are 40 hours per week, and shall mirror those of the INL office in the US Embassy in San Jose.
  • Hours for this full time position will be the core hours of the US Embassy in San Jose, Costa Rica
  • The physical work location is located in San Jose, Costa Rica.
  • Travel is anticipated and required with frequent trips to the National Police Academy site in Guapiles; regular trips to the Tactical Training center in Guanacaste; and other areas as needed throughout Costa Rica and potential international locations.
