We are presently identifying candidates for a Maritime Maintenance and Material Management Advisor to work with International Narcotics and Law Enforcement (INL) in San Jose, Costa Rica on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Maritime Maintenance and Material Management Advisor are as follows:
 
Required—
  • MRPT Clearance (U.S. Citizens)
  • U.S. Citizen.
  • A Bachelor’s degree in a related field from an accredited institution OR fifteen (15) years of demonstrated relevant experience.
  • Demonstrated proficiency in Microsoft Office Suite.
  • A minimum of ten (10) years of demonstrated experience in shipboard/small boat maintenance and material management.
  • Demonstrated superior interpersonal skills when working with senior level management.
  • Demonstrated knowledge of maritime 3-M management or similar program development.
  • Demonstrated superior English communications skills both oral and written.
  • Demonstrated ability to work with limited supervision.
  • Demonstrated advanced professional proficiency in the Spanish language, spoken and written.
  • Demonstrated ability to perform complex analysis is essential in coordinating with inter-agency section heads, including senior levels of the Costa Rican government.
 
Preferred—
  • Demonstrated experience working or coordinating with other relevant US government agencies (e.g., Department of Defense, DEA, CBP, USAID) and/or international organizations.
 
Responsibilities—
  • The advisor will assist INL to work with all ships, service craft, small boats, and supporting ancillary equipment. 
  • The advisor assists INL and the SNGC to develop a Planned Maintenance System (PMS) for common support equipment used by both ship's force and shore based activities provided under a new doctrine established for the Costa Rican Coast Guard. 
  • The advisor works most closely with the US Embassy INL/Costa Rica PSC Maritime Advisor, INL/SJ Director, INL Contracting Officer (CO), and Contracting Officer’s Representative (COR). 
  • Maintains open, timely, and effective communications with the INL/SJ PSC Maritime Advisor and, as appropriate, with the INL/SJ Director on issues falling under the scope of work, resulting in a relationship
  • Supports the implementation of the United States Government and the Government of Costa Rica (GoCR) Maritime Counterdrug Bilateral Agreement and the U.S. government and GOCR Border and Security program as defined in Letters of Agreement and Amendments. 
  • Provides technical expertise, technical assistance, and training on behalf of INL in support of host-nation efforts to improve the Maintenance and Material Management capability of the GoCR Coast Guard (SNGC), and to enable the patrol boat engineers to maintain safe operational status of the assigned watercraft.  
  • Provides technical advice and support to the INL Director, and the INL PSC Maritime Advisor particularly in areas tied the maintenance and sustainability of the 110’ cutters recently transferred from the USG to the Costa Rican Coast Guard. 
  • The position will be based in San Jose Costa Rica while in country but will travel extensively to SNGC and will assist INL with oversight for the program nationwide under the direction of the INL/SJ Director and INL/SJ PSC Maritime Advisor.
  • Assists in implementing a U.S. government-supported SNGC 3-M strategic development plan.
  • Assists with implementing programs including, but not limited to, preventative maintenance, development of uniform maintenance standards, effective use of available manpower and material resources in maintenance, maintenance support efforts and improvement in reliability and maintainability of systems and equipment, and to reduce cost of material ownership
  • Assists in the establishment of an integrated logistics and preventative maintenance and inventory program that is essential to the operational capabilities of the SNGC.
  • Ensures that INL/USCG capacity enhancement initiatives align toward the same program objectives and goals.
  • Provides technical advice to the INL and SNGC Directors on maintaining the safe, operational status of all U.S. government-donated and SNGC-purchased patrol vessels.
  • Provides advice on repairs, ordering spare parts, and supplies.
  • Attends general and law enforcement meetings, national and international conferences and seminars, and meetings with GOCR officials, reporting on discussions, activities, and/or decisions.
  • Assists INL/SJ in developing and maintaining an SNGC training plan that will promote effective 3-M practices.
  • Provides advice and assistance in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items for INL Director’s approval.
  • Assist INL personnel in the preparation of monthly and annual progress reports regarding the Maritime Program. 
  • Assists in preparing and maintaining an annual implementation plan.
  • The works hours of this position are 40 hours per week, and shall mirror those of the INL office in the US Embassy in San Jose.
  • Hours for this full time position will be the core hours of the US Embassy in San Jose, Costa Rica
  • A work plan is required for this position.
  • MONTHLY: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives project highlights and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.  Report on scheduled upcoming meetings, trainings, and other activities outlining dates and participants (due the second Tuesday of each month).
  • QUARTERLY: Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL.  Due within 30 days of the close of the reporting quarter.
  • ANNUALLY: Provide INL an End Year Summary of the last year and an estimate of progress toward reaching the three year goal of turning over responsibility to the GOCR – an annual report detailing the results of each projected output, outcome, performance measurement and impact.
  • The candidate shall also provide a FINAL REPORT.  This report shall be a summary of the last year, specifically estimating progress toward reaching the long-term goals of the position.  It should also detail the results of each projected output, outcome, performance measurement, and impact.
  • Upon submission, USG will evaluate the quality, accuracy, and timeliness of each deliverable.  All deliverables must be approved by the on-site supervisor (i.e. direct-hire or a PSC) before being accepted as final.  All past, present and future deliverables and reports are expected to be provided electronically on a rolling basis.  All current and future deliverables shall be provided in an editable Microsoft Word document.
  • WITHIN THREE MONTHS of award, under the direction and supervision of INL and working with the INL Staff, develop a training plan that makes recommendations for training requirements in the areas of maritime operations planning, risk mitigation, use of force, respect for human rights and other essential skills.  The 3MA will provide the draft Training Plan and proposed budget to both the INL and the Maritime 3MA’s company.  The 3MA shall develop a Capacity Enhancement plan with time-lines and projected funding needs that outlines actions necessary to increase the GOCR capacity in these areas to a level that will allow the GOCR within the next three years to successfully conduct maritime operations without outside assistance. 
  • WITHIN THREE MONTHS of completion of above Plan, working with INL staff, complete a Procurement Plan by making recommendations and provide required documentation such as specifications, cost estimates, and market research concerning equipment and supplies needed to enhance HNP capacity to meet program objectives.  Provide the Procurement Plan with an Equipment/Supply List for the project to the INL listing recommendations in these areas.
