We are presently identifying candidates for a Police Advisor to work with International Narcotics and Law Enforcement (INL) in San Salvador, El Salvador on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Police Advisor are as follows:
 
Required—
  • MRPT Clearance
  • U.S. Citizen.
  • Bachelor’s Degree in international affairs, police science, or other related field
  • FSI level 3/3 Spanish, Level 4/4 English 
  • Competent verbal briefer.
  • Demonstrated communication and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
  • Physically able to work and travel in the region full time, including to remote/rural areas.
  • Knowledge and work experience with high-level strategic concepts and detailed real-world examples to effectively illustrate the objectives and progress of a project.
  • Knowledge and work experience with U.S. government regulations, standards of conduct, and ethics.
  • Five (5) years of work experience in foreign assistance work.
  • Extensive work experience in communication and techniques, reporting, documentation, publication, and audio-visual material preparation in relation to foreign assistance work.
  • Demonstrated excellent communication, social, and interpersonal skills
  • Proficient in Microsoft Office
  • Ability to work under time pressure, in a high-tempo environment.
  • Knowledge of U.S. Government operational and programmatic issues;
  • Competent verbal briefer;
  • Demonstrated successful interpersonal skills.
  • Demonstrated successful liaison skills.
 
Responsibilities—
  • This position requires a work plan.
  • This position is located in San Salvador, El Salvador.  Travel within El Salvador and some international location is required.
  • Serves as the on-site expert on a full range of enforcement issues related to creating, stablishing, managing, supporting and mentoring to improve the current operation of the PNC National Investigative Unit for the PNC, with the stated objective of assisting the National Police of El Salvador implement "best practices" for reducing crime and violence nationwide.
  • Assists INL to coordinate program development, implementation and reporting with other Salvadoran entities and INL’s advisors, and other contractors working for INL EL Salvador and as appropriate, throughout the region.
  • Provides technical expertise on a number of different assignments to various offices and stakeholders.
  • Performs complex analysis in coordinating police initiatives to manage INL objectives.
  • Works closely with INL, U.S. law enforcement personnel, Embassy personnel, host government officials (including the Director of PNC) and others.
  • Conducts field observations of the Salvadoran National Police team but will not directly involve him/herself in police operations and will take all necessary precautions to remain well away from the site of any operation where there is a heightened risk of safety.
  • Ability to work under time pressure, in a high-tempo environment; knowledge of U.S. Government operational and programmatic issues.

  • Reviews the organizational and operational capacities of El Salvador’s PNC Investigation Unit including its working relationships with the others National Civilian Police (PNC) agencies and other related task forces from the neighbor countries.
  • Assists INL to develop a plan of assistance that will promote effective policing practices.
  • Fosters collaborative partnerships among the different PNC agencies to develop solutions and share information, as well as, data base.
  • Assists the PNC to develop best practices to implement, oversee, and coordinate activities to achieve crime reduction.
  • Assesses the training needs of the PNC and propose training options for improving the tactics, techniques interdiction methods and procedures of host nation.
  • Assists INL to ensure INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, and similar documents.
  • Assists INL with the procurement of technical services, training, and commodities, and the monitoring of procurement actions, including drafting source-origin waivers, solicitations, statements of work, and performance specifications.
  • Contributes to INL reports and prepare quarterly and annual progress reports on the projects assigned and corresponding budget execution.
  • Attends meetings with INL, U.S. and host government officials as requested, including regional working group meetings.
  • Provides the following reports as deliverables:
    • Monthly: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.  Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants (due the second Tuesday of each month).
    • Quarterly: Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL.  Due within 30 days of the close of the reporting quarter.  
    • Annually: Provide the INL an End Year Summary of the last year and an estimate of progress toward reaching the three year goal of turning over responsibility to the host government, and an annual report detailing the results of each projected output, outcome, performance measurement, and impact.
