We are presently identifying candidates for an Aviation Program Assistant– Specialist Advisor Level III to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Aviation Program Assistant– Specialist Advisor Level III are as follows:
 
Required—
  • MRPT Clearance (US Citizens, TCNs) or RSO Clearance (LNs)
  • Must hold a valid FAA Aviation and Power Plant (A&P) Mechanic certification 
  • Valid Panama Driver’s License.
  • FSI level 3/3 English, FSI level 3/3 Spanish
  • College degree; or Two years college education and five years aviation experience; or 10 years aviation experience
  • 10 years of aviation related experience.
  • Proficient in MS Office products.
  • Demonstrated successful organizational skills, effective problem-solving skills, flexibility, receptivity, and creativity in dealing with conflicts.
 
Responsibilities—
  • Assists INL in the implementation of its aviation program.
  • Assists with the program’s administrative requirements and maintains its momentum through relentless problem solving, task management, and multi-disciplinary support.
  • Builds cooperative alliances between mission partners to address increasingly rapid changes in organizational priorities, resources, or work processes.
  • Demonstrates competency in adaptability, versatility, planning and organization, customer service orientation, professional knowledge of administrative disciplines, oral and written communications, decision-making, interpersonal effectiveness, individual leadership, and self-development.
  • Assists with program administrative requirements; including travel planning for various officials.
  • Assists in a wide variety of event planning and coordination in support of program’s lines of actions.
  • Collects information for reports describing work being done, events in progress and future events, and drafts success stories for submission.
  • Monitors local news weekly and reports significant items to the program.
  • Maintains relevant databases and point of contact lists.
  • Takes and drafts meeting notes, keeps schedules, assists INL to coordinate and arrange meetings, manages incoming and outgoing communications and provides other general office and assistance support.
  • Prepares and edits Word documents, Excel spreadsheets, and PowerPoint presentations.
  • Assists INL to review and define requirements and technical specifications for commodities and services.
  • Assists INL to liaise with U.S. Embassy staff, GOP officials, vendors, and others implementing partners.
  • Works with administrative offices within the U.S Embassy, including procurement, logistics, and finance to ensure among other objectives, proper reporting in computer databases.
  • Maintains documentation and preserves project files, both paper and electronic, including contractual documentation, invoices, letters, memorandums and other office correspondence.
  • Maintains internal controls to prevent waste, fraud, and misappropriation of government resources.
  • Hours for this full-time position will be the core hours of the US Embassy in Panama City, Panama, Monday through Friday, 40 hours per week.
  • The position will be stationed in Panama City, Panama.  
  • National and international travel may be required.
  • A work plan is required for this position.
  • Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Reports on scheduled upcoming meetings, trainings, and other activities.
