We are presently identifying candidates for an Correctional Advisor– Corrections Advisor Level IV to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Correctional Advisor– Corrections Advisor Level IV are as follows:
 
Required—
  • MRPT Clearance (US Citizens)
  • U.S. Citizen,
  • A Bachelor’s degree in a related field from an accredited institution.
  • Fifteen (15) years of demonstrated relevant experience including at least seven (7) years related to prison management.
  • Demonstrated fluent English verbal and written skills.
  • Demonstrated experience working independently on projects and issues within overall policy guidelines with a wide variety of governmental and/or public entities.
  • FSI level 3/3 English, level 4/4 Spanish.
  • Physically able to visit stressful, violent, facilities without running water or easy access.
  • Physically capable of residing in Panama and travel throughout the region.
 
Preferred—
  • Demonstrated experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
  • Demonstrated experience working as a law enforcement advisor with non-U.S. law enforcement agencies.
  • Demonstrated experience working in international police development and reform.
 
Responsibilities—
  • Works closely with the US Embassy INL/P Director, Deputy Director, PSC Program Manager, the Contracting Officer (CO), and Contracting Officer’s Representative (COR).
  • Maintains open, timely and effective communications with the INL/Panama Director, Deputy Director, and Program Manager on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Keeps the INL PSC Program Manager, Director, and Deputy Director informed of his/her activities and submits reports on all activities in the Monthly and Quarterly Reports.
  • The Corrections Advisor, under the guidance of INL/P Program Manager, will assist the GOP prisons program in creating a safer, more secure prison environment for inmates and employees.
  • Assist in the development of standard operating procedures and policy and procedures manuals to govern prison operations.
  • Assists the GOP in creating a positive public image; gaining public commitment and support; and raising public consciousness regarding program goals and objectives towards the professionalization of prison managements. 
  • Assists to developing internal INL budget requirements, advising on acquisitions for equipment, processing training and travel requests, and maintaining databases to support the program. 
  • Assists INL to work with prison officials on a frequent basis to ensure that equipment is purchased, used, and maintained properly.
  • Assist the INL/Panama Program Manager with planning, coordinating and implementing complex and multi-faceted strategies to improve GOP penitentiary practices that support accreditation.
  • Assist the Program Manager to create strategies to reduce overcrowding, reduce pre-and post-trial detention, and address other issues that impede accreditations in addition to the support to improve security for inmates and staff. 
  • Assist and advise the INL PSC Program Manager, Director, and Deputy Director on prison reform implementation and institutionalization.
  • Assist the GOP to develop and prepare budget submissions, determine staffing requirements, create training plan to promote effective practices and overall management of the prisons program in Panama.
  • Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities.
  • Assist INL Panama to prepare weekly reports, with monthly and annual progress reports regarding the prison program.  Prepare and maintain an annual implementation plan.
  • Assist INL Panama and the GOP to prepare strategic planning for one, two and five year increments along with implementation plans.
  • Suggests avenues for mid-course correction if a program is not achieving its goals.
  • Attend meetings with U.S. and host-government officials as requested, including the regional working group meetings.
  • Keep the INL Director, Deputy Director, and Program Manager informed and briefed on all matters relating to GOP prison activities.
  • This position requires a work plan.
  • This position is located in Panama.
  • Travel throughout Panama and other international locations may be required.
  • MONTHLY: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. 
  • QUARTERLY: Quarterly Reports, quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL. 
  • ANNUALLY: The candidate shall provide an annual report.  This report shall be a summary of the last year, specifically an estimate of progress toward reaching the goal of turning over responsibility to the GOP.  It should also detail the results of each projected output, outcome, performance measurement, and impact
