We are presently identifying candidates for an IT Technology Advisor– IT Advisor Level III to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the IT Technology Advisor– IT Advisor Level III are as follows:
 
Required—
  • MRPT Clearance (US Citizens and TCNs) or RSO Clearance (LNs)
  • U.S. Citizen, Third Country National (TCN), or Local National.
  • Demonstrated 5 years of experience in software development, computer science, engineering or programming.
  • An undergraduate degree from an accredited university in computer science or related field.
  • Demonstrated fluency in Spanish.
  • Demonstrated basic working knowledge of written and spoken English.
  • Demonstrated ability in business intelligence solutions, including the development of OLAP multi-dimensional cubes using Microsoft SQL Server Services, and Excel Pivot Table Service.
  • Demonstrated knowledge of T-SQL and C# programming languages
  • Demonstrated knowledge in web-based applications with database integration and administration
  • Demonstrated knowledge of cybersecurity protocols and standards
 
Responsibilities—
  • Works closely with the INL Program Manager, Contracting Officer (CO), and Contracting Officer’s Representative (COR). 
  • Maintains open, timely, and effective communications with the INL Team and, as appropriate, with the INL/Panama Director and Deputy Director on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Assists INL to develop, enhance, implement and evaluate technological platforms, hardware, software, and processes related to police reform.  
  • Receives tasks and assignments related to this initiative from the Lead Technology Advisor and the Program Manager. 
  • Guides and assists INL in the implementation, evaluation, and full nationalization of technological platforms, applications, and processes.
  • Assists INL in evaluating the capabilities of technology systems, implementing improvements, and developing applications related to police reform.  
  • Assists INL to implement new and improved technological systems, designs, and applications to improve police information management, ensuring all systems and end users have full access to the programs, with written complete manuals, and follow-up requirements relating to technology.
  • Maintains communication with internal and external individuals and groups leading the technology vision, design, and implementation, with written reports summarizing host government and other interactions to the leadership.
  • Provides project updates, reports, summaries, and user manuals as required and requested.
  • Assists posts in ensuring only INL and proper host government officials with a need to know have access to technology, reporting, and information regarding operations and systems donated to the host governments, reporting irregularities in operations or discussions to the Program Manager immediately upon discovery.
  • Advises INL and GOP regarding potential and perceived abuse, fraud, or misuse of systems or information apparent during the building or operating of systems evaluated.
  • Assists INL and GOP with revealing ‘backdoors’ or other gaps in current programs that could be used for leaking information outside of GOP or INL stakeholders with a need to know the information.
  • Performs at least quarterly reviews on all automated reporting from donated systems to identify and correct recipients of information to include only those officials with a ‘need to know’ and ensure only official email accounts are included.
  • Maintains full confidentiality of work requirements, requests, process, contacts, locations, and any other information related to INL or GOP contracts.
  • Hours for this full-time position will be the core hours of the US Embassy in Panama City, Panama, Monday through Friday, 40 hours per week.
  • The position is located in Panama City, Panama.  
  • National and international travel may be required.
  • A work plan is required for this position.
  • Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.
  • On a weekly basis the Lead Technology Advisor shall provide a report to the INL Program Manager or his/her designee that includes, at a minimum:
    • Reporting on the advisor’s activities to include who the advisor met with, what topics were discussed, what decisions were made, and next steps.
    • An explanation of the most significant achievements made during the week.  The achievements must be related to INL program goals (this does not need to change week to week, only when significant achievements occur).
    • Explanation of the most significant challenges or obstacles faced by the advisor in order to advance the working area (this does not need to change week to week, only when significant challenges are identified).
