We are presently identifying candidates for an Advanced Technology Advisor– IT Advisor Level IV to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Advanced Technology Advisor– IT Advisor Level IV are as follows:
 
Required—
  • MRPT Clearance (US Citizens and TCNs) or RSO Clearance (LNs)
  • An undergraduate degree from an accredited college or university in computer science or related field.
  • Demonstrated five (5) years of relevant experience working in software development, engineering, and/or programming.
  • Demonstrated experience planning, organizing and managing technology projects.
  • FAI level 3/3 Spanish, level 4/4 English
  • Demonstrated ability in business intelligence solutions, including the development of OLAP multi-dimensional cubes using Microsoft SQL Server Services, and Excel Pivot Table Service.
  • Demonstrated knowledge of T-SQL and C# programming languages.
  • Demonstrated knowledge in database integration and administration.
  • Demonstrated knowledge in web-based applications with database integration and administration
  • Demonstrated knowledge of cybersecurity protocols and standards
 
Responsibilities—
  • Works closely with INL/Panama, the INL Contracting Officer (CO), and the Contracting Officer’s Representative (COR). 
  • Maintains open, timely, and effective communications with the INL program managers in Panama and partners closely, as appropriate, with the INL team members on projects falling under their scopes of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Supports activities under the core area of judicial and police technology reform.
  • Advises and provides assistance in the development, implementation, and management of INL’s policing information management technology platforms, with an emphasis on strategic and tactical outreach to centralize the management of host nation information sharing.
  • Receives tasks and assignments related to this work from the INL/Panama Coordinator, Director and Deputy Director.
  • Advise and assist INL/Panama in the evaluation of technological systems and applications related to judicial and police reform.
  • Advise and assist INL/Panama to design, develop, and implement technological systems related to judicial and police reform, providing proper follow-up mechanisms relating to technology.  
  • Analyze and support the INL/Panama developed information platform(s) in use and assist in centralizing policing information management efforts within the host nation.
  • Assist host country staff to integrate the database changes to ensure platform functionality.
  • Advise and assist INL/Panama regarding technology activities using the assigned reporting methods and through the submission of proper documentation.
  • Write, modify, test, and debug software for host-country user applications.
  • Develop security protocols and troubleshoot security aspects of networks from both internal and external threats.
  • Identify the correct bandwidth requirements to support applications and platforms supported by INL.
  • Install and configure communications hardware required to manage multiple network users.
  • Provide standard database administration and support, to include troubleshooting, end user support, monitor performance tuning, database security, and data maintenance.
  • Prepare end user guides and training plans for end user training for government agencies.
  • Hours for this full-time position will be the core hours of the US Embassy in Panama City, Panama, Monday through Friday, 40 hours per week.
  • The position will be stationed in Panama City, Panama.  
  • National and international travel may be required.
  • A work plan is required for this position.
  • Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Reports on scheduled upcoming meetings, trainings, and other activities.
