We are presently identifying candidates for an Program Assistant– Admin & Support Level III to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Program Assistant– Admin & Support Level III are as follows:
  • MRPT Clearance (TCNs) or RSO Clearance (LNs)
  • Local or Third Country National
  • Two (2) years of college-level education from an accredited institution
  • A minimum of five (5) years of work experience in administrative support roles and with international actors.
  • Ability to speak English at level FSI 3/3.
  • Ability to speak Spanish at level FSI 4/4,
  • Demonstrated effective computer Skills in MS Word, Excel, Power Point; internet, is required
  • Logistical and event planning experienced.
  • Strong organizational skills are required
  • Maintains open, timely, and effective communications with the INL Director (or his designee) at the US Embassy, Panama City, Panama, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Assists INL Panama in the implementation of its collective Justice Sector Reform training plan under the Central America Regional Security Initiative. 
  • Coordinates with INL staff to help develop an implementation plan and will provide a progress report to INL staff each month. 
  • Aids in managing program’s activities, maintaining its momentum, and coordinating with local, national and international actors on the implementation of activities. 
  • Assists INL in the administration of the Justice Sector programs.
  • Assists INL in performing a wide variety of training and event planning duties, including vetting, visas, travel logistics, transportation, material management, supplies and equipment, filing, records searches and assembling of materials.
  • Performs basic translation and organizes documents for internal and external communications.
  • Maintains relevant databases and point of contact lists.
  • Takes and drafts meeting notes, keeps schedules, manages incoming and outgoing communications, and provides general office and assistance support.
  • Prepares and edits Word documents, Excel spreadsheets, and PowerPoint presentations.
  • Assists INL to review and define requirements and technical specifications for commodities and services.
  • Performs with minimal direct supervision.
  • Assists INL to plan and implement assists INL to plan, coordinate, and implement meetings, trainings, and other events for INL programs and projects.
  • Assists INL to liaise with U.S. Embassy staff, GOP officials, and other implementing partners.
  • Works with administrative offices within INL including procurement, logistics, and finance to ensure among other objectives, proper reporting in computer databases.
  • Maintains documentation, preserves project files, both paper and electronic, including contractual documentation, invoices, letters, memorandums and other office correspondence.
  • Prepares a variety of correspondence and reports in both English and Spanish from drafts into proper format using correct spelling, grammar, capitalization and punctuation.
  • Edits project requirement documents and communications for INL.
  • Maintains internal controls to prevent waste, fraud, and misappropriation of government resources.
  • The position is located in Panama City, Panama.  Occasional travel within Panama and the region is required.
