We are presently identifying candidates for an Vetted Unit Program Assistant– Admin & Support Level III to work with International Narcotics and Law Enforcement (INL) in Guatemala City, Guatemala on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Corrections, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Vetted Unit Program Assistant– Admin & Support Level III are as follows:
 
Required—
  • MRPT Clearance (US Citizens and TCNs) or RSO Clearance (LNs)
  • Two (2) years of college-level education from an accredited institution
  • An Associate Degree (or Panamanian equivalent) in Accounting, Finance, Business Administration, Secretarial Studies, or Economics.
  • Demonstrated a minimum of five (5) years of experience with administrative and office management support is required.
  • English FSI level 4/4, Spanish FSI level 4/4.
  • Demonstrated excellent knowledge of Vetted Units, INL, FMO administrative and budgetary policies, to included property inventory management and purchasing procedures.
  • Demonstrated excellent knowledge of accounting principles and practices.
  • Demonstrated knowledge of the structure of the Government of Panama on local, state and federal levels.
  • Demonstrated familiarity with organizational structures of host nation security forces.
  • Demonstrated familiarity with Panama and the local economy, specifically with purchasing practices and how to research and locate vendors.
  • Assistant must be detail oriented and organized.
  • Must be willing to travel.
  • Demonstrated proficiency in Microsoft Office, with knowledge of various software applications, i.e., Word, Excel, and Access. On-the-job training and courses focusing on administrative procedures, budget and accounting, and property management.
  • Demonstrated computer skills with a high level in MS Word, Excel, Power Point; internet, is required
  • Demonstrated Logistical and event planning experienced.
  • Strong organizational skills are required.
  • Demonstrated English communication skills
  • Ability to effectively prioritize assignments.
  • Demonstrated ability to work under time pressures and constraints to meet Vetted Unit deadlines.
  • Demonstrated ability to make sound decisions in a timely manner
  • Demonstrate initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in Vetted Unit ling with problems and conflicts.
 
Preferred—
  • Previous experience working with Vetted Units.
 
Responsibilities—
  • Coordinates travel logistics.
  • Coordinates logistics of interviews for Vetted Unit candidates.
  • Coordinates initial and revalidation of polygraph exams.
  • Maintains a database reflecting personnel data, training, drug testing and polygraph exam results for vetted unit members.
  • Supports operational missions involving the Vetted Unit.
  • Serves as the Vetted Unit Program Assistant providing support to Vetted Units.
  • Performs a variety of functions for INL to include managing budget and fiscal requirements, processing acquisitions for equipment, processing travel requests and vouchers, processing training requests, conducting annual inventories and maintaining databases that contain supporting documentation for these programs.
  • Assists INL with preparing draft budgets for the approval of INL. 
  • Assists INL in tracking the execution of annual Vetted Unit budgets.
  • Identifies and raising anomalies to the INL Vetted Unit Program Manager for their approval.
  • Assists INL by applying analytical techniques to provide information and recommend improvements, thus increasing the accuracy adequacy, and timeliness of the Vetted Unit program financial operations and preparations.
  • Identifies and communicates anomalies to the INL Vetted Unit Program Manager for resolution.
  • Reviews purchase requests, funding and use of appropriate purchasing procedures.
  • Assists INL with issuing monthly operating payments and salary supplements; monthly and yearly reconciliation of the Vetted Unit accounts.
  • Reviews various financial transactions to include procurement items and miscellaneous payments. Reconciles accounts and cross-references budget obligations/liquidations with INL.
  • Assists INL to resolve issues/problems with later reporting to supervisor.
  • Assists INL with reporting requirements relating to budget control, end of Fiscal Year close out documents, End Use Monitoring Report, GAO and AIG auditing requirements, and quarterly/status budget reports
  • Assists INL to review and monitor invoices, reconcile advances and prepare reimbursements for final approval.
  • Assists INL to ensure the adherence of the vetted units to financial policies and procedures.
  • Develops and maintains a system for coordinating and tracking INL funded procurement actions for equipment, commodities and services.  
  • Serves as the principal point of contact responsible for processing and coordinating of administrative and travel requirements for Vetted Unit travelers sponsored by INL.
  • Prepares travel documents and requests for host nation counterparts for both national and international travel.
  • Assists INL to ensure that travelers have appropriate immigration documentation.
  • Prepares travel vouchers upon conclusion of travel and coordinates with INL for collections and payment memorandums necessary to close funding obligations.
  • Explains and promotes understanding of travel management policies, regulations and procedures. Assists INL to implement procedures and methods to accommodate new policies resulting from regulatory changes.
  • Assists INL with implementing inventory controls.
  • Assists INL in conducting the annual State Department/INL End Use Monitoring Reports.
  • Conducts an annual inventory
  • Administers the inventory control system (issuing and disposing of equipment).
  • Assists with polygraph, human rights and urinalysis tests.  
  • Determines equipment and materials needed for the operation and daily management of Vetted Unit facilities.
  • Serves as the administrative liaison between the Panamanian Vetted Unit personnel Assistant, the INL Vetted Unit Program Manager and U.S. law enforcement agencies for coordination and resolution of Vetted Unit administrative requirements.
  • Coordinates pertinent evaluations of meetings, progress, and related Vetted Unit goals and objectives.
  • Assists INL with coordinating logistical matters for international meetings and training, travel arrangements, securing meeting room facilities and catering services.
  • Assists INL to organize functions such as official seminars and conducting briefings.
  • Advises INL, Vetted Unit personnel and host nation counterparts on procedures and policies of Vetted Units to help ensure awareness and compliance with regulations and other requirements.
  • Assists the Vetted Unit Training Division to process all training requests for host nation counterparts.
  • Hours for this full-time position will be the core hours of the US Embassy in Panama City, Panama, Monday through Friday, 40 hours per week.
  • The position will be stationed in Panama City, Panama.
  • National and international travel is required.
  • Create a work plan per the instructions.
  • Provide weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants.
