We are presently identifying candidates for an Justice Sector Project Assistant to work with International Narcotics and Law Enforcement (INL) in San Salvador, El Salvador on the CARSI Initiative. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
 
The CARSI Initiative, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Justice Sector Project Assistant are as follows:
 
Required—
  • MRPT Clearance (U.S. Citizen & TCNs) or RSO Clearance (LNs)
  • Two (2) years of post-secondary study at college or university level.
  • One year (1) of experience in Administrative Assistance
  • FSI level 4/4 Spanish, level 3/3 English.
  • Knowledge and understanding of GOES laws and judicial system.
  • Must be familiar with computer equipment and Microsoft Office programs to include word processing and spreadsheet programs. 
 
Preferred—
  • Comprehensive and detailed knowledge and understanding of INL governing policies, precedents, procedures, budget, procurement and inventory regulations. 
 
Responsibilities—
  • Maintains open, timely, and effective communication with INL leadership and staff, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Receives tasks, assignments, and direction from the INL program manager and the Contracting Officer’s Representative (COR).
  • Works to support the INL Human Trafficking (UAC) project and initiatives and all its components.
  • Services shall include a wide range of administrative support HT/UAC project and will coordinate programs and initiatives with INL Coordinator, Embassy and the Government of El Salvador (GOES).
  • Assists INL to create program plans, key performance indicators, conduct research and analysis on current government and non-government HT/UAC project.
  • Assists INL to coordinate with host nation law enforcement, judicial, and other agencies in EL Salvador to assess their professional logistical, and operational capabilities and needs, and prepare official reports, assessments, memorandums, and presentations in both English and Spanish.
  • Provides INL unofficial verbal translation assistance as needed while escorting officials from the United States, El Salvador and other Spanish speaking countries.
  • Assists INL to draft correspondence, letters, memorandums, and messages as required for the HT/UAC project, in both English and Spanish.
  • Maintains centralized files; coordinating recurring meetings, special meetings, seminars, regional meetings, etc.
  • Prepares briefings using Power Point presentations; and assisting the INL Coordinator on administrative issues related to the Human Trafficking projects.
  • Provides administrative functions such as scheduling appointments with INL officers , with host government counterparts; acts as scribe during meetings and prepares written minutes & meetings as requested provides secretarial support services in the areas of mail handling, managing incoming and outgoing correspondence, typing letters and memos, filing, and faxing that are related to HT/UAC project.
  • Accompanies INL officers during visits to offices and project sites, serves, when necessary, as an interpreter for US and GOES officials, and translates documents into English and Spanish related to HT/UAC project.
  • Establishes administrative priorities and develops and coordinates schedules based on project needs. 
  • Assists INL as necessary in administrative duties such as travel arrangements, travel authorizations, travel vouchers, hotel reservations, and requests for Country Clearances related to HT/UAC.
  • Assists INL in the procurement of equipment by helping INL staff with market research, providing input, drafting statements of work and following up on orders that have been placed into ARIBA for procurement.   
  • Provides the following reports as deliverables:
    • Monthly: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.  Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants (due the second Tuesday of each month).
    • Quarterly: Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL.  Due within 30 days of the close of the reporting quarter.  
    • Annually: Provide the INL an End Year Summary of the last year and an estimate of progress toward reaching the three year goal of turning over responsibility to the host government, and an annual report detailing the results of each projected output, outcome, performance measurement, and impact.
