We are presently identifying candidates for the following position: Supervisory Management and Program Analyst . This role will provide support services to the Federal Bureau of Investigation (FBI) – Victim Services Division (VSD) – Case Support Unit (CSU). The mission of the VSD is to ensure that victims of federal crimes investigated by the FBI have access to the rights and assistance to which they are entitled under the law and the Attorney General Guidelines on Victem and Witness Assistance (2011 AGGVWA). This role will interact, collaborate and support FBI Victim Specialists with administrative duties in conjunction with case management and the Victim Notification System (VNS).
 
Required Qualifications—
  • Top Secret Clearance; candidates must meet this requirement at time of application. This contract does not allow the time necessary to become adjudicated with the necessary clearance.
  • Education:
    • Bachelor’s Degree from an accredited university.
  • Professional Experience:
    • Minimum of four (4) years of relevant experience in a professional environment.
  • Shall have exceptional communication skills with emphasis on effectively communicating detailed analysis and recommendations to personnel.
  • Shall have strong analytical and problem-solving skills.
  • Shall have experience in preparing presentation materials for a wide audience.
  • Shall have excellent communication skills with emphasis on effectively communicating program details with all levels of management and capable of working independently.
  • Shall have experience working in collaborative sessions while demonstrating strong verbal communication and presentation skills.
  • Shall have experience producing written documentation to include, but not limited to procedures and instruction.
  • Shall have experience managing, tracking, prioritizing and scheduling multiple projects simultaneously and with meeting short deadlines.
 
Responsibilities—
  • Provide administrative support to VSD Specialists, while supporting headquarters unit staff. Answers phones, prepares reports (as needed), tracks work, manages email correspondence and maintains their schedule/calendar.
  • Provide typing/word processing support (including spreadsheet applications) to include composing internal and external routing/non-routine memos and correspondence with minimal direction; obtaining appropriate approvals. May generate labels using mail merge and graphs/tables using graphic software. Completes standard office forms; handles confidential subject matter frequently.
  • Opens, reviews, prioritizes and takes action on incoming mail; sends mail using appropriate mail carrier; sends/receives fazes and makes copies when needed.
  • Enters data, maintains information, manipulates and defines reports for specific tracking purposes (statistics, project status); may take the lead role in managing projects.
  • Generates reports, evaluates and makes recommendations/summarizing trends for supervisor review; material may largely consist of confidential information; requires use of judgement and discretion.
  • Serves as primary point of contact for clients in the field and communicates using appropriate tact and discretion.
  • Develops, sets up, maintains and retrieves organizational files and records that are generally electronic or manual.
  • Keeps abreast of laws and regulations that apply to a particular staff function or field of professional expertise to maintain up-to-date compliance.
  • Confers with appropriate internal and external offices to ensure that required procedures are followed.
  • Analyzes complex data and extracts and defines relevant information; interprets data for the purpose of determining past performance; identifies issues, provides alternative solutions and resolves problems.
  • Serves as a liaison between VNS Coordinator and unit personnel, management and communicates using appropriate tact and discretion.
  • Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
  • Uses practical application of management analysis principles, procedures and techniques in order to enhance experience and broaden knowledge for specific projects.
  • Establishes effective liaison and operational contact with internal and external clients and oversight of groups insuring that project execution is administered in conformance with guidelines but Department of Justice (DOJ) and FBI regulations.
  • Assists in preparing recommendations for implementation of new or modified systems, work procedures or organizational changes. Assists in developing selected portions of reports that will be incorporated within an overall project for managers who require information for decision making and/or monitoring the current status of their resource.
  • Employees are expected to work eight (8) hour days Monday-Friday for a 40 hour work week with standard hours of 7:00am – 6:00pm. Overtime will be utilized as needed and will require prior approval.
  • Travel may be required.
